The book focuses on charter schools in Michigan, which is regarded as having one of the most permissive charter laws in the country. The first three chapters provide a theoretical framework for, and the descriptive context of, the charter-school reform in Michigan. Chapter 4 analyzes charter-school finance in Michigan. The remainder of the book seeks to evaluate the "public-ness" of Michigan charter schools according to the definitions introduced in the first chapter. The last chapter summarizes evidence and provides an answer to the question, "What's public about charter schools?" These schools appear to be doing a reasonably good job of creating communities of teachers with commonly held educational viewpoints, but may be doing so at the expense of equitable access to the schools and student-achievement gains. Three appendices contain key historical developments in Michigan that affected public and private schooling, background and documentation for analysis of student achievement, and a list of education-management organizations and schools they operated in 2000-01. Some studies conclude that America's charter schools serve a larger percentage of minority and low-income students than do the nation's traditional public schools (TPS) (U.S. Department of Education, 2004). Other studies find charter students are not more disadvantaged on average than students in regular public schools. The case in Michigan is clearer, though still mixed. The data analysis described in this brief finds that charter schools in Michigan enroll disproportionately more African American students than TPSs and that charter students score lower on statewide assessments of academic achievement. The data also reveal that charter schools attract more socially advantaged students in high-poverty areas, while serving more disadvantaged students from affluent areas. This analysis is based on student-level data for spring 2004 from Michigan's Single Record Student Database (SRSD) and 2003-2004 test scores from the Michigan Evaluation and Assessment Program (MEAP). The SRSD contains detailed individual information on each K-12 student in Michigan's public schools. Information used in this brief includes student race/ethnicity as well as eligibility for free or reduced priced lunch (FRL), which is a proxy for socio-economic status (SES). Academic achievement for this analysis is based on MEAP scores in mathematics and reading. During 2003-2004 reading was tested only in grades 4, 7 and 11, and math in grades 4, 8 and 11. This brief compares the characteristics of students attending charter schools and TPSs by race, socioeconomic status and academic achievement, as well as by combinations of these characteristics. In addition, because charter schools tend to be located in certain types of communities, charter and traditional school characteristics are also compared to where students live: central cities, suburbs, or rural areas. Findings indicated that: (1) Charter schools serve disproportionately more African American students than TPSs; (2) Contrary to the conventional argument that charter schools serve more socially disadvantaged students, this research shows that, although charter school students are more likely to be socially disadvantaged than traditional public school students at the state level, charter school students from relatively poor communities are more advantaged than TPS students from their own racial groups; and (3) Charter school students have significantly lower MEAP scores on average than TPS students. However, unlike public schools, charter schools do not rely exclusively on their relationship with school districts. They must also look to parents, teachers, and donors to cooperatively establish expectations of a particular school and its mission. Aimed toward elected officials, school reform activists, and educators, this book is the result of the first national-scale study of charter school accountability. The authors researched one hundred-fifty schools and sixty authorizing agencies in Arizona, California, Colorado, Georgia, Massachusetts, and Michigan. These states contain the majority of charter schools that have been operating for three years or more and represent the major differences in state charter school legislation. The authors include interviews from a range of participants in the field©¡from state legislators and administrators to principals, teachers, and parents. In assessing the structure of accountability as it works internally to bolster external confidence, Hill and Lake suggest the struggle of charter schools actually complements those of standards based reform. Both seek to transform public education to make schools responsible for performance, not compliance.

Book excerpt: In spring of 2012, the Michigan Association of Public School Academies, the Colorado League of Charter Schools, and the National Alliance for Public Charter Schools worked to collect evidence that would accurately portray both the adequacy of charter school facilities and the average amount of operating funds spent on facilities. Collectively, the results described in this report provide evidence that charter school students in Michigan do not have access to the same facilities and amenities compared to traditional public school students in the state. In order to ensure that the policy recommendations of this report are research-based and supported by reliable data, Hutton Architecture Studio consulted on the project to provide a set of reasonable expectations for school facilities' size and amenities. Given the alignment of the Facilities Initiative and the goals and data needs of the U.S. Department of Education's (ED) Charter Schools Program (CSP), ED procured additional state surveys, including Michigan. The National Charter School Resource Center at American Institutes for Research (AIR) is subcontracting with the Colorado League of Charter Schools to collect the research and data on behalf of the U.S. Department of Education for Idaho (ED561933), Massachusetts (ED561929), Michigan, and New Jersey (ED561926). This report is based on survey, enrollment, and operating revenue data collected for the 2011-2012 school year. All results presented in this report are based on data from the 67 percent of Michigan's brick and mortar charter schools that completed all or part of a comprehensive facility survey. Appended are: Methodology; and (2) School Facility Standards.
