Book excerpt: The number of charter schools is growing, spurred by demand for innovation and federal incentives, such as the Race to the Top Fund, which favors states supportive of charter schools. However, states often define charter schools differently than traditional public schools. Some charter schools operate as a school district, while others are part of a school district and some are for-profit entities. These differences could complicate eligibility determination for federal administrators. GAO was asked: (1) To what extent do charter schools apply for federal discretionary grant programs and what challenges do they face, if any, in doing so? (2) What role has the U.S. Department of Education played in helping charter schools establish their eligibility for federal discretionary grant programs? GAO identified grant programs governmentwide for which charter schools are eligible to apply, surveyed a stratified random sample of charter school officials, and interviewed federal agency officials. We also visited charter schools, school districts, charter school associations, and state educational agencies in 3 states. GAO recommends that Education clarify grant opportunities for charter schools, highlight charter schools' eligibility in relevant grant announcements, and post its grant application guidance for charter schools on its Web site. Education agreed with our recommendations. Appended are: (1) Scope and Methodology; (2) Federal Discretionary Grant Programs for which Charter Schools Are Potentially Eligible; (3) Comments from the Department of Education; and (4) GAO Contact and Staff Acknowledgments. Recent changes to charter school legislation during the 2005 legislative session are described. The report then presents a brief history of charter school funding in Indiana. Summary tables of charter school FY03 expenditures are included in Tables 2-4. Table 2 contains a comparison of expenditures by reporting category for both traditional and charter schools. Charter school federal grant expenditures are examined. Tables 5 and 6 contain summaries of the federal Public Charter Schools Program (PCSP) grant fund expenditures by Indiana school for fiscal year 2003. Table 5 contains expenditure information for the $25,000 planning grants, and Table 6 contains expenditure information for the $125,000 implementation grants. (Contains 6 tables and 7 endnotes.) Book excerpt: The New York State Charter Schools Act, passed in 1998, identifies a bundle of resources available to charter schools from a variety of local, state, and federal sources. The Act intends for these resources to provide adequate funding and support for the operation of charter schools. Specific resources include a per pupil payment for general operating support, additional state funding for special education, federal dollars driven by student population (e.g. No Child Left Behind Title I funding), as well as in-kind services from the school district in which the charter school resides. This bundle of local, state, and federal resources roughly mirrors the funding and support provided to traditional public schools. Yet since the passage of the Act, and since New York State?s first five charter schools opened their doors in the fall of 1999, charter school advocates and operators have argued that this funding is insufficient. Specifically, they have maintained that the resources that charter schools receive are less than the resources available to other public schools in the same school district-- at times asserting that this discrepancy is as large as 30%. They also claim that lack of parity is a disincentive to future charter school operators. While charter school operators argue the lack of parity in resources, school districts argue that charter schools already receive sufficient funding. This paper explores whether or not funding disparities exist and the magnitude of any such disparities. It begins with a listing of the public resources available to charter schools in New York State, then proceeds with several comparative analyses for charter and traditional public schools in New York City. This paper also finds that New York City charter schools have fewer public resources than traditional public schools. This funding disparity exists at all educational levels--elementary, middle, and high school--and for students in both general and special education. By identhese discrepancies, this paper provides legislators and policy makers with evidence and information to correct this disparity and place charter schools on equal financial footing with all other public schools in New York State.
