This book is written for those interested in the character, causes, and consequences of governance within the state. This book sets out a measure of authority for seventy-six international organizations (IOs) from 1950, or the time of their establishment, to 2010 which can allow researchers to test expectations about the character, sources, and consequences of international governance. The international organizations considered are regional (e.g. the EU, Andean Community, NAFTA), cross-regional (e.g. Commonwealth of Nations, the Organization of Islamic Cooperation), and global (e.g. the UN, World Bank, WTO). Firstly, the book introduces carefully constructed estimates for the scope and depth of authority exercised by international governments. The estimates are unique in their comparative scope, their specificity, and time span. Secondly, it describes describe broad trends in IO authority by comparing delegation and pooling, over time, across IOs, and across decision areas. Thirdly, it presents the evidence gathered by the authors to estimate international authority by carefully discussing forty-seven international organizations, and showing how their bodies are composed, what decisions each body makes, and how they make decisions. Francophone Africa as a specific space is relatively little studied in the peace and security literature, despite the fact that almost half of all peacekeepers are deployed or were deployed in this part of Africa during the last decade. It is an arena for intervention that deserves more serious attention, if only because it provides fertile ground for exploring the key questions raised in the peacekeeping and peacebuilding literature. For instance, in 2002 a French operation (Licorne) was launched and in 2003 a UN force was deployed in Côte d’Ivoire alongside the French force there. Filling a gap in the current literature, Peace Operations in the Francophone World critically examines peacekeeping and peacebuilding practices in the francophone world, including but not limited to conflict prevention and resolution, security sector reform (SSR), francophone politics, and North–South relations. The book explores whether peace and security operations in francophone spaces have exceptional characteristics when compared with those carried out in other parts of the world and assesses whether an analysis of these operations in the francophone world can make a specific and original contribution to wider international debates about peacekeeping and peacebuilding. Questioning the prevailing body of criticism, which continues this interpretation of most fiction produced by francophone North African writers, Lia Nicole Brozgal shows how such interpretations of Memmi’s texts obscure their not inconsiderable theoretical possibilities. Calling attention to the ambiguous status of autobiographical discursive and textual elements in Memmi’s work, Brozgal shifts the focus from the author to theoretical questions. Against Autobiography places Memmi’s writing and thought in dialogue with several major critical shifts in the late twentieth-century literary and cultural landscape. These shifts include the crisis of the authorial subject; the interrogation of the form of the novel; the resistance to the hegemony of vision; and the critique of colonialism. Showing how Memmi’s novels and essays produce theories that resonate both within and beyond their original contexts, Brozgal argues for allowing works of francophone Maghrebi literature to be read as complex literary objects, that is, not simply as ethnographic curios but as generating elements of literary theory on their own terms.
