Book excerpt: New software, in the form of Microsoft Excel 2016 spreadsheets, has been created for the analysis and qualification of Charpy Verification Lots, to be used by personnel of the Charpy Verification Program at NIST in Boulder, Colorado. The new spreadsheets replace the previously used statistical software (in SYSTAT and R-code), adding a more detailed outlier analysis. Of the two spreadsheet templates, the first one assesses the acceptability of a Charpy pilot or production lot by calculating its sample size and identifying statistical outliers. The second spreadsheet establishes the reference value of absorbed energy and the associated uncertainty for the whole Charpy Verification Lot. Both spreadsheets have been checked and validated against calculations performed on several lots by means of the previously used R-language codes, which had been prepared by Jolene Splett of the Statistical Engineering Division of NIST.

Book excerpt: The NIST Charpy Machine Verification Program is ready to introduce low-energy and high-energy certified specimens that can be tested at room temperature instead of -40 ℗ʻC, thus accommodating the requests of many customers during the past 35 years. An investigation aimed at providing a practical and technically sound definition of "room temperature" (barycentric value and tolerance) was conducted, by examining previously obtained Charpy energy transition curves for different energy levels, as well as by testing certified low-energy and high-energy specimens at 21 ℗ʻC (ambient temperature of the NIST Charpy Lab in Boulder, Colorado) and additional temperatures in the range 21 ℗ʻC ℗ł 5 ℗ʻC. Results have shown that for low-energy specimens, even within a relatively small 10 ℗ʻC range, the influence of test temperature on Charpy absorbed energy can be significant enough to cause "good" machines to fail the requirements of the ASTM E23 standard. Therefore, at this energy level, the allowable test temperature range must be restricted to 21 ℗ʻC ℗ł 1 ℗ʻC. For the other two energy levels (high and super-high), the influence of test temperature is small enough that the allowable temperature range can be expanded to 21 ℗ʻC ℗ł 3 ℗ʻC.

Book excerpt: Excerpt from Charpy Machine Verification: Limits and Uncertainty All individual specimens from a batch of srms are assumed to follow the same distribution of absorbed energies. Thus, data from verification specimens tested on machines being verified by customers should follow the same basic distribution as data from the same batch of verification specimens tested on the three reference machines at nist. This is a fundamental assumption that is supported by the data shown in Figure 1. Here, the distribution of individual data points from three nist reference machines tested for the certification of a batch of srms is compared to the distribution of individual data points from customer machines testing the srms in verification tests. The distributions in Figure 1 demonstrate that the customer and nist distributions are quite similar; although the customer distribution has slightly larger spread than the nist distribution. The larger spread in the customer data is probably due to the fact that there are more machines included in the histogram of customer data. However, the comparison indicates that specimens sent to customers for verification tests are representative of the batch, and that customer measurements are similar to nist measurements. Book excerpt: The Charpy Machine Verification Program at NIST in Boulder uses heat-treated 4340 steel for the production of indirect verification Charpy specimens at low- and high-energy level. Recently, a batch of steel purchased for the program turned out to be unacceptably inhomogeneous, causing several NIST Contractors to produce specimen lots that did not fulfil our variability requirements, despite repeated attempts at modifying the heat-treatment process. The whole batch of steel had to be eventually scraped. In order to avoid such an occurrence in the future and develop an investigation procedure that can detect variability issues in the acceptance phase of newly purchased batches of 4340 steel, we have performed the following investigations and measurements on samples from good and bad heats: hardness measurements (Rockwell C and Vickers), instrumented Charpy tests, optical investigations, and texture analyses (including grain size measurements). Of all the parameters considered, we found that grain size can clearly differentiate between acceptable (30 m 40 m) and unacceptable (60 m 70 m) heats, and should therefore become the basis of future heat quality assessments. In support, hardness measurements can also be performed, while Charpy tests are not recommended in view of their relative experimental and economic burden.

Book excerpt: The Heavy-Section Steel Irradiation Program at Oak Ridge National Laboratory is involved in two cooperative projects, with international participants, both of which involve Charpy V-notch impact tests with instrumented strikers of 2mm and 8mm radii. Two heats of A 533 grade B class I pressure vessel steel and a low upper-shelf (LUS) submerged-arc (SA) weld were tested on the same Charpy machine, while one heat of a Russian Cr-Mo-V forging steel and a high upper-shelf (HUS) SA weld were tested on two different machines. The number of replicate tests at any one temperature ranged from 2 to 46 specimens. Prior to testing with each striker, verification specimens at the low, high, and super high energy levels from the National Institute of Standards and Technology (NIST) were tested. In the two series of verification tests, the tests with the 2mm striker met the requirements at the low and high energy levels but not at the super high energy. For one plate, the 2mm striker showed somewhat higher average absorbed energies than those for the 8-mm striker at all three test temperatures. For the second plate and the LUS weld, however, the 2mm striker showed somewhat lower energies at both test temperatures. For the Russian forging steel and the HUS weld, tests were conducted over a range of temperatures with tests at one laboratory using the 8mm striker and tests at a second laboratory using the 2mm striker. Lateral expansion was measured for all specimens and the results are compared with the absorbed energy results. The overall results showed generally good agreement (within one standard deviation) in energy measurements by the two strikers. Load-time traces from the instrumented strikers were also compared and used to estimate shear fracture percentage. Four different formulas from the European Structural Integrity Society draft standard for instrumented Charpy test are compared and a new formula is proposed for estimation of percent shear from the force-time trace.
