Book excerpt: Scholars often use the term "structural corruption" when discussing modern Japan's political system--a system that forces politicians to exchange favors with businessmen in return for funds to finance their political careers. Scholars argue that the origins of corruption can be found in the "iron triangles" formed by politicians, bureaucrats, and businessmen during the postwar era or during the Pacific War years. In this examination of malfeasance in Japanese public office, Richard Mitchell systematically surveys political bribery in Japan's historical and cultural contexts from antiquity to the early 1900s. Mitchell's narrative serially considers scandals involving courtiers in the ancient imperial government, corruption among the shogun's samurai officials, and political bribery among bureaucrats and party politicians in the mid-nineteenth century. Mitchell concludes that bribery was as ubiquitous in premodern Japan as it has been in recent times. Focusing on the period since 1868, Mitchell discusses in fascinating detail changes in political bribery in the wake of suffrage expansion, estimates of the enormous amount of campaign money needed to win a Diet seat in both the prewar and postwar periods, and the low conviction rate of suspected takers of bribes. Here is a highly readable and reliable survey of an important yet largely neglected topic in English-language studies of Japanese political history.

Walter Struve demonstrates how German political culture went through a phase in which great emphasis was placed on the establishment of a new political elite recruited on the basis of merit and skill, but ruling in an authoritarian way, and not controlled by the populace. Burns provides a close examination of the late-eighteenth-century intellectual movement kokugaku, which means "the study of our country.” Departing from earlier studies of kokugaku that focused on intellectuals whose work has been valorized by modern scholars, Burns seeks to recover the multiple ways "Japan" as social and cultural identity began to be imagined before modernity. Central to Burns's analysis is Motoori Norinaga’s Kojikiden, arguably the most important intellectual work of Japan's early modern period. Burns situates the Kojikiden as one in a series of attempts to analyze and interpret the mythohistories dating from the early eighth century, the Kojiki and Nihon shoki. Norinaga saw these texts as keys to an original, authentic, and idyllic Japan that existed before being tainted by "flawed" foreign influences, notably Confucianism and Buddhism. Hailed in the nineteenth century as the begetter of a new national consciousness, Norinaga's Kojikiden was later condemned by some as a source of Japan's twentieth-century descent into militarism, war, and defeat. Burns looks in depth at three kokugaku writers—Ueda Akinari, Fujitani Mitsue, and Tachibana Moribe—who contested Norinaga's interpretations and produced competing readings of the mythohistories that offered new theories of community as the basis for Japanese social and cultural identity. Though relegated to the footnotes by a later generation of scholars, these writers were quite influential in their day, and by recovering their arguments, Burns reveals kokugaku as a complex debate—involving history, language, and subjectivity—with repercussions extending well into the modern era.

Book excerpt: Although East Asian religion is commonly characterized as "syncretic," the historical interaction of Buddhist, Confucian, and other traditions is often neglected by scholars of mainstream religious thought. In this thought-provoking study, Janine Sawada moves beyond conventional approaches to the history of Japanese religion by analyzing the ways in which Neo-Confucianism and Zen formed a popular synthesis in early modern Japan. She shows how Shingaku, a teaching founded by merchant Ishida Baigan, blossomed after his death into a widespread religious movement that selectively combined ideas and practices from these traditions. Drawing on new research into original Shingaku sources, Sawada challenges the view that the teaching was a facile "merchant ethic" by illuminating the importance of Shingaku mystical experience and its intimate relation to moral cultivation in the program developed by Baigan's successor, Teshima Toan. This book also suggests the need for an approach to the history of Japanese education that accounts for the informal transmission of ideas as well as institutional schooling. Shingaku contributed to the development of Japanese education by effectively disseminating moral and religious knowledge on a large scale to the less-educated sectors of Tokugawa society. Sawada interprets the popularity of the movement as part of a general trend in early modern Japan in which ordinary people sought forms of learning that could be pursued in the context of daily life.
