Book excerpt: Waste characterization is the first step for the design of an incinerator or for the prediction of a waste's combustion performance in an existing incinerator or other combustion device. Many petrochemical wastes are heterogeneous, so traditional analytical techniques that were developed to handle relatively pure or homogeneous coal or oil samples may not be efficacious. This paper will discuss the problems encountered in using traditional analytical techniques for waste characterization and some solutions to these problems. The analytical areas discussed include elemental composition, ash content, organic content, and metal content. A statistical analysis plan (not a sampling plan) is proposed for handling heterogeneous chemical waste.

Book excerpt: Gasification is a technology that has been widely used in commercial applications for more than 50 years in the production of fuels and chemicals. Current trends in the chemical manufacturing and petroleum refinery industries indicate that use of gasification facilities to produce synthesis gas (“syngas”) will continue to increase. Attractive features of the technology include: 1) the ability to produce a consistent, high-quality syngas product that can be used for energy production or as a building block for other chemical manufacturing processes; and 2) the ability to accommodate a wide variety of gaseous, liquid, and solid feedstocks. Conventional fuels such as coal and oil, as well as low- or negative-value materials and wastes such as petroleum coke, heavy refinery residuals, secondary oil-bearing refinery materials, municipal sewage sludge, hydrocarbon contaminated soils, and chlorinated hydrocarbon byproducts have all been used successfully in gasification operations. Gasification of these materials has many potential benefits when compared with conventional options such combustion or disposal by incineration. Recently, the U.S. Environmental Protection Agency (EPA) announced that the Agency is considering an exclusion from the Resource Conservation and Recovery Act (RCRA) for listed secondary oil-bearing refinery materials when processed in a gasification system, an exclusion analogous to the one granted for insertion of RCRA listed refinery wastes into the coking process at refineries. In addition, representatives of the gasification industry have asked EPA to consider a broader exclusion that would include gasification of any carbonaceous material, including hazardous wastes from other industrial sectors (e.g., chemical manufacturing) in modern, high-temperature slagging gasifiers. The purpose of this report is to provide an independent, third-party description of waste gasification and to present information that clearly defines the differences between the modern gasification and incineration technologies. The primary focus of this document is the currently proposed exemption for gasification of secondary oil-bearing materials in refineries. The objectives of this report are to: Compare and contrast the process unit operations and chemical reaction mechanisms of gasification and incineration; Cite environmental and regulatory concerns currently applicable to hazardous waste incineration processes and relate them to gasification processes; and Provide a summary of existing process stream characterization data for gasification including information on the data quality, sampling/analytical method applicability, and method development needs.

The list is endless because there are, all over the world, many thousands of "points noirs": not yet discovered or identified old lagoons and landfills, polluted rivers, estuaries, and harbors needing remedial action, which undoubtedly will reveal more unpleasant secrets of the chemical industry's past. It is not an exaggerated statement that chemists of the past have paid too much attention to the composition of new products while neglecting the disposition of byproducts, i.e., chemical waste. Admittedly, during the last decade this attitude has changed dramatically. Although we cannot yet properly speak of a new science of peri ontology (the theory of residues), we seem to be headed towards substantiated rules, analyses, disposal protocols, definitions and remedial practices in handling the problems of chemical waste. Especially during the last two years comprehensive treatises of the whole complex subject as well as monographs dealing with assorted aspects of waste tech nology have appeared.

Book excerpt: It appears that compared to full-scale combustors, residues from pilot-scale equipment have less desirable geotechnical properties for waste disposal and can contain high quantities of sulphides. In a recent study conducted at the University of British Columbia (UBC), wastes were generated during a combustion trial with Minto coal and a mixture of Elmtree and Texlime limestones as a sulphur sorbent. Analysis of the wastes indicated that residues from the pilot-scale unit had much less desirable geotechnical properties for both waste disposal and utilization than those from the Chatham unit. Subsequently, the UBC pilot-scale unit was modified to improve the combustion performance. This investigation characterized residues produced at the modified UBC pilot-scale combustor and compared them with the results of the previous testing. Samples from the combustion loop were also analyzed for reduced sulphur forms.
