Book excerpt: The Old Hydrofracture Facility (OHF) is located in Melton Valley within Waste Area Grouping (WAG) 5 and includes five underground storage tanks (T1, T2, T3, T4, and T9) ranging from 13,000 to 25,000 gal. capacity. During the period of 1996--97 there was a major effort to re-sample and characterize the contents of these inactive waste tanks. The characterization data summarized in this report was needed to address waste processing options, examine concerns dealing with the performance assessment (PA) data for the Waste Isolation Pilot Plant (WIPP), evaluate the waste characteristics with respect to the waste acceptance criteria (WAC) for WIPP and Nevada Test Site (NTS), address criticality concerns, and to provide the data needed to meet DOT requirements for transporting the waste. This report discusses the analytical characterization data collected on both the supernatant and sludge samples taken from three different locations in each of the OHF tanks. The isotopic data presented in this report supports the position that fissile isotopes of uranium ([sup 233]U and[sup 235]U) do not satisfy the denature ratios required by the administrative controls stated in the ORNL LLLW waste acceptance criteria (WAC). The fissile isotope of plutonium ([sup 239]Pu and[sup 241]Pu) are diluted with thorium far above the WAC requirements. In general, the OHF sludge was found to be hazardous (RCRA) based on total metal content and the transuranic alpha activity was well above the 100 nCi/g limit for TRU waste. The characteristics of the OHF sludge relative to the WIPP WAC limits for fissile gram equivalent, plutonium equivalent activity, and thermal power from decay heat were estimated from the data in this report and found to be far below the upper boundary for any of the remote-handled transuranic waste (RH-TRU) requirements for disposal of the waste in WIPP.

Book excerpt: Several Old Hydrofracture Facility (OHF) structures (i.e., Building 7852, the bulk storage bins, the pump house, water tank T-5, and pump P-3) are surplus facilities at Oak Ridge National Laboratory (ORNL) slated for decontamination and decommissioning (D and D). OHF was constructed in 1963 to allow experimentation and operations with an integrated solids storage, handling, mixing, and grout injection facility. It was shut down in 1980 and transferred to ORNL's Surveillance and Maintenance Program. The hydrofracture process was a unique disposal method that involved injecting waste materials mixed with grout and additives under pumping pressures of 2,000 psi or greater into a deep, low-permeability shale formation. The injected slurry spread along fractures and bedding planes for hundreds of feet from the injection points, forming thin grout sheets (often less than 1/8 in. thick). The grout ostensibly immobilized and solidified the liquid wastes. Site characterization activities were conducted in the winter and spring of 1994 to collect information necessary to plan the D and D of OHF structures. This site characterization report documents the results of the investigation of OHF D and D structures, presenting data from the field investigation and laboratory analyses in the form of a site description, as-built drawings, summary tables of radiological and chemical contaminant concentrations, and a waste volume estimate. 25 refs., 54 figs., 17 tabs.

In response to this requirement, the Oak Ridge National Laboratory (ORNL) has established the remedial action program, to provide comprehensive management of areas where past research, development, and waste management activities have been conducted and have resulted in residual contamination of facilities or the environment. One of the objectives of this program is to define the extent of contamination at these sites. The intent is to document the known environmental characteristics of the sites and identify the additional actions, such as sampling, analytical measurements, and modeling, necessary to confirm contamination and the possible migration of contaminants from the sites. One of these sites is the Old Hydrofracture Facility (OHF). The OHF was used for the permanent disposal of liquid radioactive waste in impermeable shale formations at depths ranging from about 230 to 300 m (750 to 1000 ft), from 1964 to 1979. The liquid waste was blended into a pumpable grout by mixing it with cement and special clays used to immobilize radionuclides against groundwater transport. This report summarizes the results of several studies at ORNL that have measured the concentration of radionuclides and, to some extent, concentrations of hazardous chemicals in the sediment of the impoundment, as well as the concentrations in soils and groundwater near the facility. The report addresses only the contamination of and the potential releases to the environment that might result from the facility per se and makes not attempt to address potential releases that might result from permanent disposal of wastes (i.e., the grout sheets) during its operation. Outlined in the report are the additional actions needed to obtain the information required to confirm the extent of contamination within the facility. The major efforts include the measurement of radionuclides and potentially hazardous chemicals contained in the five underground waste storage tanks at the facility and determining of the lateral and vertical contamination due to seepage of waste from the impoundment.

Book excerpt: A characterization study was conducted on the Old Hydrofracture Facility Pond, at Oak Ridge National Laboratory to provide information necessary for its proper disposition. This impoundment was constructed in 1963 to provide a containment basin for radioactive grout in the event of an emergency spill from the Hydrofracture Facility. The impoundment is rectangular and measures about 30 by 6 m at the bottom. Water in the impoundment overlies about 0.3 m of sediment waste. The pond sediment was sampled and analyzed to determine whether it would classify as a hazardous waste under regulatory definitions promulgated in accordance with the Resource Conservation and Recovery Act (RCRA). Chemical analyses indicate that the sediment/waste does not contain hazardous chemical constituents above levels permitted by RCRA regulations. The sediment was found to contain an estimated radioactivity inventory of about 260 Ci, consisting primarily of /sup 137/Cs (60 Ci), /sup 90/Sr (190 Ci), /sup 60/Co (0.3 Ci), and /sup 238/U (0.3 Ci). The impoundment is excavated in clay soil and weathered sedimentary rock of the Conasauga Group. Four wells for monitoring the groundwater were constructed around the perimeter of the impoundment to depths ranging from 5.8 to 7.9 m. Sampling and analyses of the groundwater have been completed for the winter and spring seasons (1985) and will be continued for at least two more quarters to account for possible natural seasonal variation in groundwater quality. At the end of that time, a determination as to the effect of the impoundment on the groundwater quality will be made. Analyses from the first two quarters indicate that radioactivity (gross beta resulting from /sup 90/Sr and tritium) of the groundwater exceeds limits allowed by RCRA regulations. Low levels (0.0001 mg/L) of polychlorinated biphenyls were also detected in the groundwater.

Book excerpt: The Superfund Amendments and Reauthorization Act of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) requires a Federal Facilities Agreement (FFA) for federal facilities placed on the National Priorities List. The Oak Ridge Reservation was placed on that list on December 21, 1989, and the agreement was signed in November 1991 by the U.S. Department of Energy (DOE) Oak Ridge Operations Office, the U.S. Environmental Protection Agency (EPA) Region IV, and the Tennessee Department of Environment and Conservation (TDEC). The effective date of the FFA is January 1, 1992. One objective of the FFA is to ensure that liquid low-level waste (LLLW) tanks that are removed from service are evaluated and remediated through the CERCLA process. Five inactive LLLW tanks, designated T-1, T-2, T-3, T-4, and T-9, located at the Old Hydrofracture (OHF) Facility in the Melton Valley area of Oak Ridge National Laboratory (ORNL) have been evaluated and are now entering the remediation phase. As a precursor to final remediation, this project will remove the current liquid and sludge contents of each of the five tanks (System Requirements Document, Appendix A). It was concluded in the Engineering Evaluation/Cost Analysis[EE/CA] for the Old Hydrofracture Facility Tanks (DOE 1996) that sluicing and pumping the contaminated liquid and sludge from the five OHF tanks was the preferred removal action. Evaluation indicated that this alternative meets the removal action objective and can be effective, implementable, and cost-effective. Sluicing and removing the tank contents was selected because this action uses (1) applicable experience, (2) the latest information about technologies and techniques for removing the wastes from the tanks, and (3) activities that are currently acceptable for storage of transuranic (TRU) mixed waste.

Book excerpt: This Operations Plan summarizes the operating activities for transferring contents of five low-level (radioactive) liquid waste storage tanks associated with the Old Hydrofracture Facility (OHF) to the Melton Valley Storage Tanks (MVST) for secure storage. The transfer will be accomplished through sluicing and pumping operations which are designed to pump the slurry in a closed circuit system using a sluicing nozzle to resuspend the sludge. Once resuspended, the slurry will be transferred to the MVST. The report documenting the material transfer will be prepared after transfer of the tank materials has been completed. The OBF tanks contain approximately 52,600 gal (199,000 L) of low-level radioactive waste consisting of both sludge and supernatant. This material is residual from the now-abandoned grout injection operations conducted from 1964 to 1980. Total curie content is approximately 30,000 Ci. A sluicing and pumping system has been specifically designed for the OHF tanks contents transfer operations. This system is remotely operated and incorporates a sluicing nozzle and arm (Borehole Miner) originally designed for use in the mining industry. The Borehole Miner is an in-tank device designed to deliver a high pressure jet spray via an extendable nozzle. In addition to removing the waste from the tanks, the use of this equipment will demonstrate applicability for additional underground storage tank cleaning throughout the U.S. Department of Energy complex. Additional components of the complete sluicing and pumping system consist of a high pressure pumping system for transfer to the MVST, a low pressure pumping system for transfer to the recycle tank, a ventilation system for providing negative pressure on tanks, and instrumentation and control systems for remote operation and monitoring.
