Book excerpt: Small rural school districts constitute a major portion of the public elementary and secondary sector of education. Using information from the Common Core of Data, this report focuses on the approximately 4,000 small rural school districts operating since 1986-87; their status in 1993-94; and how they changed each year during that 7-year period, drawing comparisons where appropriate to larger districts and districts in urban and suburban settings. In this report, a small district is defined as one that has less than 25 students per elementary grade and less than 100 students per secondary grade. Chapters cover the following: (1) data sources and definitions of terms; (2) enrollment size and location of small rural districts, district grade-level types, school district consolidation, and enrollment trends; (3) school characteristics (number of schools per district, school size, grade span configuration, ungraded instruction, kindergarten and prekindergarten, and school closings); (4) student characteristics (minority groups, limited English proficiency, special education, and poverty); and (5) per-pupil revenues and expenditures and student-teacher ratios. Book excerpt: Much of the Northwest Region (Alaska, Idaho, Montana, Oregon, and Washington) is rural in nature. A characteristic of the extractive economies such as timber, agriculture, mining, and fisheries is that they are generally located in small communities isolated by distances. While schools in these communities face the same challenges as those in other settings, geographic context matters. Rural schools share similarities with schools in metropolitan communities, but they also have many unique characteristics. By way of definition, a community is considered "rural" when it has fewer than 2,500 residents. Accordingly, 39 percent of the schools in the Northwest are rural, compared to 31 percent nationally. Sixty-nine percent of Northwest region districts are rural, compared to 56 percent nationally. In addition to population, there are other factors that distinguish rural places from each other, as well as from more urban settings. While there are challenging economic and social difficulties encountered in both rural and urban schools, it is important to use the small size and autonomy that characterize rural schools to best advantage in carrying out school improvement efforts. For more than four decades, Education Northwest has partnered with rural communities and districts in its research, development, training, and technical assistance activities. From this experience the author has distilled important lessons for working with rural schools. These lessons will benefit policymakers, researchers, and technical assistance providers who may be providing services to rural schools.

Almost one in four public school students in the country is served by one of these districts. Characteristics, which include average and median school size, pupil/teacher ratios, number of high school graduates, enrollment of special education students and minorities, and selected fiscal data, are presented in 10 basic tables. Preceding these are Tables A through C, which establish the context of education in these largest districts. Although these districts represent fewer than 1 percent of all school districts, they educate nearly 23 percent of students. Fifty of the 99 districts that report racial and ethnic information have more than 50 percent minority enrollment. These 100 largest districts employ nearly 23 percent of the nation's public school teachers and account for more than 19 percent of all public high school graduates. Appendix A lists the nation's 500 largest districts with some basic data, while Appendix B lists them alphabetically. Book excerpt: Abstract : The purpose of this study was to determine the reasons high-quality rural veteran educators choose to remain in small, rural district settings and to identify common factors among small rural school districts that have high numbers of highly qualified veteran teachers. The study is relevant to school leaders and school boards within small rural communities seeking to develop policies and encourage strategies to keep high-quality educators from leaving districts. The motivation-hygiene theory of job satisfaction developed by Herzberg, Mausner, and Snyderman (1993), coupled with Rosenholtz’s (1989) 10 essential components for working together were utilized throughout the study to evaluate the motivations of high-quality veteran rural educators. A self-administered survey and telephone interviews were utilized to gather data, which revealed high-quality veteran teachers choose to remain in the small, rural school setting due to intrinsic motivators. It was learned strong support from fellow educators and the community contributed to the desire of rural educators to remain employed within their districts. Data revealed educators were interested in autonomy within the classroom and support from administrators. Research indicated small, rural schools with high numbers of highly qualified veteran teachers have high levels of administrative support. These educators have a sense of belonging within their districts and high levels of job satisfaction. Opportunities for educators to collaborate are readily available and support is given through teacher evaluations. Additionally, these educators feel connections within their school communities, which enable them to better teach the district's students. Lastly, educators voiced school climate played a large role in their decisions to stay in the small, rural setting.
