Available in PDF, EPUB and Kindle. Book excerpt: With an inmate population over 160,000, California prison facilities lack the space to accommodate the state's prisoners - and the numbers are rising. At the same time, the California Department of Corrections and Rehabilitation has recently undertaken efforts to improve its programming, with the goal of lowering recidivism rates. Thus, California is at a crossroads. The convergence of these circumstances calls for a re-examination of the state's approach to prison facilities, and an exploration of contractual partnerships with outside providers. Four possible options are assessed herein, and an approach is recommended that houses inmates according to their characteristics and rehabilitative needs. Finally, this paper analyzes the practical, contractual, and political aspects of inmate-centered privatization, and makes several recommendations for effective implementation strategies.
