Book excerpt: This publication provides basic descriptive information about the 100 largest school districts in the United States and its outlying areas. The information was provided by state education agencies about student membership, revenues, and expenditures. The 100 largest districts, representing fewer than 1% of the nation's school districts, serve about 23% of public school students and employ about 23% of public school teachers. Almost all of these districts encompass large cities, but only about half are confined to city limits. One-third of these districts are found in Florida, Texas, and California; and more than half of these large districts have minority enrollment of over 50%. In addition, schools in the 100 largest districts tend to be about 38% larger than the average American school. Information on school and student characteristics and school finances is presented in 10 basic tables. Three text tables establish a meaningful context for the information on the 100 school districts. Appendixes list the 500 largest school districts, and an alphabetical list of the 500 districts. A questionnaire was mailed to a random sample of 1,685 school district superintendents. Findings are representative of the approximately 16,000 local school districts in the nation. This report is divided into eight appendices: (1) selected characteristics of effective schools cited in research literature; (2) five school characteristics in the definition of effective schools programs included in Public Law 100-297; (3) Chapter 2 Block Grant Program (six authorized local targeted assistance programs); (4) estimates and confidence intervals for selected questionnaire responses; (5) effective schools programs in the 50 largest cities (school year 1987-88); (6) examples of SEA assistance to school districts and schools for effective schools programs; (7) tables supporting figures in report text and supplementary tables; and (8) major contributors to this report. Included are 15 tables and 28 figures.

Bylsma entitled "Characteristics of Improved School Districts: Themes from Research" (Olympia, WA: Office of Superintendent of Public Instruction). The authors reviewed more than 80 research articles that investigated the attributes of schools and districts that have improved over time. After reviewing these studies, they concentrated on 23 conducted within the past 15 years that focused on multiple school districts rather than schools. As the authors analyzed the content, they identified 13 themes or characteristics of improved school districts that emerged from the data and developed a conceptual framework to express the relationships of those themes to each other. The authors grouped the 13 themes into four categories: (1) quality teaching and learning, (2) effective leadership, (3) support for systemwide improvement, and (4) clear and collaborative relationships. To improve school districts, the authors suggest: (1) holding staff accountable for high expectations; (2) paying close attention to instruction; (3) aligning standards, curriculum, assessments, and policies; (4) targeting professional development; (5) developing dynamic and distributed leadership; (6) sustaining improvement efforts; (7) allocating resources strategically; (8) delineating district roles and responsibilities clearly; and (9) managing the external environment as much as possible. This review of research studies demonstrates that school districts can improve over time.
