Book Chapter 11 Scope of Phase II Environmental Site Assessment

Download or read book Chapter 11 Scope of Phase II Environmental Site Assessment written by and published by . This book was released on 2015 with total page 6 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this chapter, we learn that E1903 changed in 2011 from a standard guide to a standard practice. This represents a significant change to the way in which the ESAs are conducted. The scoping process enables the consultant and the user to establish a mutually acceptable process that is based on scientific principles. The consultant designs the process. A thorough understanding of the objectives, needs, limitations, and requirements is crucial in the determination of the appropriate scope of the work. In this chapter, we introduce the potential diversity of Phase II ESAs, which will be further demonstrated by examples and case studies in the subsequent chapters.

Book Chapter 1 Scope of Phase II Environmental Site Assessment

Download or read book Chapter 1 Scope of Phase II Environmental Site Assessment written by and published by . This book was released on 2007 with total page 11 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Part One of this manual, we concentrated on performing Phase I Environmental Site Assessments (ESAs) in accordance with ASTM E 1527 [1]. Part Two of this manual focuses on some of the key aspects associated with performing the Phase II Environmental Site Assessments (Phase II ESAs) in accordance with ASTM E 1903 [2]. As of the writing of this manual the ASTM task group was in the process of negotiating the necessary revisions that were needed to make the Standard consistent with the changes that took place in the Phase I Standard. Two main approaches to revising the Phase II Standard were under consideration. The 1997 version of the Phase II Standard allows great flexibility enabling the user and the environmental professional to design the process to meet the needs of the user. Some task group members suggested changes to make the Phase II Standard more prescriptive. This approach would simplify some of the decision-making process but could adversely impact the level of professional judgment, and thus potentially detract from the value and diverse applicability of the Phase II process. It is likely that the Phase II standard will be revised to describe the scientific methods and practices appropriate for various types of investigation that typically occur after a Phase I but before regulatory involvement. Most states have specific requirements for site assessment once contamination is identified and reported. The Phase II standard may address those situations when assessment activity is necessary but there is insufficient information to require involvement of a regulatory agency. Such activities can be related to business decisions (is the contamination present or not, big problem or little problem, does it leave the site) or LLP defenses (identify continuing obligations, reasonable steps, or confirm a REC). The scientific method described in the current Phase II standard is not likely ot undergo significant change, however the actual document could be substantially revised. The EPs should monitor the development of the Standards, and whenever applicable modify their procedures when strict conformance to the latest version of the Standards is desired or mandated.

Available in PDF, EPUB and Kindle. Book excerpt: In recent years, China's leaders have started to confront the environmental, economic, and social costs of unchecked development. China's increasing reliance on foreign oil has engendered national security fears and launched a drive for more efficient transportation systems and domestic renewable energy projects. Meanwhile, pressure from a rising middle class and the international community has focused leadership attention on ways to make China's economic engine run more efficiently and with less impact upon the domestic and global environment. This profound shift in priorities has elevated environmental sustainability to the top of the national agenda. To advance this new agenda, the environmental laws that China has enacted over the past thirty years are being strengthened, and new environmental regulations and standards are being issued everyday. Entities operating in China are faced with the need to understand the impact of China's environmental law requirements upon their businesses, and to take actions to ensure that they are in compliance with those requirements. In Environmental Law in China: Managing Risk and Ensuring Compliance, Charles McElwee addresses how China's environmental regulatory and legal frameworks are structured, how to maintain operational compliance with the environmental laws and regulations, how to ensure products sold in China comply with environmental regulations, and the potential risks and liabilities that attend non-compliance. McElwee offers unique insight into how environmental law is in fact applied, setting forth a realistic account of the way companies encounter Chinese environmental regulations at both the local and national levels.

Book Environmental Life Cycle Assessment of Goods and Services

Download or read book Environmental Life Cycle Assessment of Goods and Services written by Chris T. Hendrickson and published by Routledge. This book was released on 2010-09-30 with total page 274 pages. Available in PDF, EPUB and Kindle. Book excerpt: Environmental life cycle assessment is often thought of as cradle to grave and therefore as the most complete accounting of the environmental costs and benefits of a product or service. However, as anyone who has done an environmental life cycle assessment knows, existing tools have many problems: data is difficult to assemble and life cycle studies take months of effort. A truly comprehensive analysis is prohibitive, so analysts are often forced to simply ignore many facets of life cycle impacts. But the focus on one aspect of a product or service can result in misleading indications if that aspect is benign while other aspects pollute or are otherwise unsustainable. This book summarizes the EIO-LCA method, explains its use in relation to other life cycle assessment models, and provides sample applications and extensions of the model into novel areas. A final chapter explains the free, easy-to-use software tool available on a companion website. (www.eiolca.net) The software tool provides a wealth of data, summarizing the current U.S. economy in 500 sectors with information on energy and materials use, pollution and greenhouse gas discharges, and other attributes like associated occupational deaths and injuries. The joint project of twelve faculty members and over 20 students working together over the past ten years at the Green Design Institute of Carnegie Mellon University, the EIO-LCA has been applied to a wide range of products and services. It will prove useful for research, industry, and in economics, engineering, or interdisciplinary classes in green design.
