Profound changes took place in its European territories, particularly and prominently in Macedonia. In the decades before the First World War, industrial capitalism began to emerge in Ottoman Macedonia and its impact was felt across society. The port city of Salonica was at the epicentre of this transformation, led by its Jewish community. But the most remarkable site of development was found deep in provincial Macedonia, where industrial capitalism sprang from domestic sources in spite of unfavourable conditions. Ottoman Greek traders and industrialists from the region of Mount Vermion helped shape the economic trajectory of 'Turkey in Europe', and competed successfully against Jewish capitalists from Salonica. The story of Ottoman Macedonian capitalism was nearly forgotten in the century that followed the demise of the Empire. This book pieces it together by unearthing Ottoman archival materials combined with Greek sources and field research. It offers a fresh perspective on late Ottoman economic history and will be an invaluable resource for scholars of Ottoman, Greek and Turkish history. Book excerpt: Today, more than fifteen years after the end of the wars that accompanied Yugoslavia's dissolution, the "Balkan question" remains more than ever a "European question". In the eyes of many Europeans in the 1990s, Bosnia was the symbol of a collective failure, while Kosovo later became a catalyst for an emerging Common Foreign and Security Policy (CFSP). In the last decade, however, the overall thrust of the EU's Balkans policy has moved from an agenda dominated by security issues related to the war and its legacies to one focused on the perspective of the Western Balkan states' accession to the European Union. This Chaillot Paper, which features contributions from authors from various parts of the region, examines the current state of play in the countries of the Western Balkans with regard to EU accession. It brings together both views from the Balkans states themselves and overarching thematic perspectives. For the first time the European Union has become involved in the formation of new nation-states that also aspire to become members of the Union. The EU's transformative power has proved effective in integrating established states; now it is confronted with the challenge of integrating new and sometimes contested states. Against this background, this paper makes the case for a concerted regional approach to EU enlargement, and a renewed and sustained commitment to the European integration of the Western Balkans.

Book excerpt: This book shares the conclusions of a remarkable conference marking the centennial of Thessaloniki’s incorporation into the Greek state in 1912. Like its Roman and Byzantine predecessors, Ottoman Salonica was the metropolis of a huge, multi-ethnic Balkan hinterland, a center of modernization/westernization, and the de facto capital of Sephardic Judaism. The powerful attraction it exerted on competing local nationalisms, including the Young Turks, gave it a paradigmatic role in the transition from imperial to national rule in southeastern Europe. Twenty-three articles cover the multicultural physiognomy of a ‘Levantine’ city. They describe the mechanisms for cultivating national consciousness (including education, journalism, the arts, archaeology, and urban planning), the relationship between national identity, religious identity, and an evolving socialist labor movement, anti-Semitism, and the practical issues of governing and assimilating diverse non-Greek populations after Greece’s military victory in 1912. Analysis of this transformation extends chronologically through the arrival of Greek refugees from Turkey and the Black Sea in 1923, the Holocaust, the Greek civil war, and the new waves of migration after 1990. These processes are analyzed on multiple levels, including civil administration, land use planning, and the treatment of Thessaloniki’s historic monuments. This work underscores the importance of cities and their local histories in shaping the key national narratives that drove development in southeastern Europe. Those lessons are highly relevant today, as Europe reacts to renewed migratory pressures and the rise of new nationalist movements, and draws lessons, valid or otherwise, from the nation-building experiments of the previous century.

Book excerpt: Western economic historians have traditionally concentrated on the success stories of major developed economies, while development economists have given most of their attnetion to the problems of the Third World. The authors of this pioneering work study a part of Europe neglected by both approaches. Modernizing patterns in Balkan economic history are traced from the sixteenth century (when the territory was shared by Ottoman and Habsburg empires), through the nineteenth century (when they emerged as independent states), to the end of World War II and its aftermath. Despite present differences in economic systems—Greece's private market economy, Yugoslavia's planned market economy, and the centrally planned economies of Romania, Bulgaria, and Albania—the authors find that shared origins and common subsequent experiences are ample justifications for treating the area as an economic unit. Balkan Economic History, 1550-1950 will be a major case study for development economists and will provide historians with the first analytical and statistical study to survey the entire region from the start of the early modern period.
