Book excerpt: The hypothesis of this study is that the United States and Japan have important and complementary roles to play in contributing to the peace and stability in Southeast Asia in spite of the end of the Cold War. Historical perspectives with regard to Southeast Asia since the withdrawal of the United States from Vietnam until the end of the Cold War are provided as the foundations for change. The national development of the nations of Southeast Asia, the implications of the rapid economic growth of China, and the military buildup in the region since the end of the Cold War are examined. Similarly, the rising transnational problems of Southeast Asia including piracy, drug abuse, a burgeoning population and environmental issues are addressed. The basic changes in American policies toward the region, including the implications of the withdrawal from the military facilities in the Philippines, and the impact of the reductions in the military budget are examined. Likewise, basic Japanese policies toward Southeast Asia, particularly in light of recent dramatic changes in Japanese internal politics, the effects of the Persian Gulf War, and the Cambodian experience, are discussed.

Home to 60 per cent of the world's population and accounting for one-fourth of its Gross Domestic Product, by 2050, Asia will also have three of the worlds largest economies-China, India, and Japan. A dynamic hub in this rising Asia is the Southeast Asian region encompassing diverse countries, peoples and cultures. The 9th Asian Security Conference, organized in February 2007, addressed a range of issues and trends affecting this crucial region and their implications for regional and Asian security. The conference, titled Changing Security Dynamics in South East Asia deliberated on Southeast Asian perspectives on security, the role of external powers both current and also those that were rising, the problems of religious fundamentalism and terrorism, the challenges of maritime cooperation among countries abutting crucial world energy transit routes, the advantages of regional, multilateral organizations in fostering cooperative behaviours, and India's growing role and stakes in this region. The contributors point out that the primary security concerns confronting the region were often internal in nature. On the external front, they note the changing geo-political situation'due to the rise of China, a revitalized Japan, a more active Indian presence, along with the continued primacy of the United States. Stressing that these changes were accompanied by their own sets of opportunities and challenges, they express confidence in the ability of regional organizations like the Association of South East Asian Nations (ASEAN) to deal with the challenges. India and the countries of Southeast Asia have a rich shared history. New Delhi's policy initiatives like the 'Look East's policy have also deepened its economic and security links with the region. Contributors examine different aspects of this growing and multi-faceted relationship, including in meeting the common challenges of energy security, humanitarian and disaster relief, combating trans-national terrorism, among other issues. We hope that this book will contribute to a better understanding of the changing security dynamics in Southeast Asia.

President Barack Obama's November 2011 announcement of the rebalancing of the United States to the Asia-Pacific made clear his intention that America would sustain its leading role in the region. However, what is less clear is how America's allies and partners in the region see their own security interests changing and, given this, how they see the United States fitting into this new security framework. It is vital that both the demand for security (from Asia) and its supply (by the United States) are better understood in order to achieve a new status quo that meets the needs of all the players. This report considers six US allies or partners in Asia (Australia, India, Indonesia, Japan, Singapore and South Korea) and asks how they perceive their security interests and emerging threats, and, consequently, how they are addressing them through domestic capabilities and regional or plurilateral groups, and what role this suggests for the United States.
