Today, this emphasis on using military force to exert control over a territory, its population and its natural resources which marked earlier eras is losing significance. Factors such as technology, education and economic growth are becoming more important in the international struggle for power. As the great powers of today are less able to use their traditional power resources to achieve their goals, private actors and small states have become more powerful. Joseph Nye identified five trends which contributed to this diffusion of power: economic interdependence, transnational actors, nationalism in weak states, the spread of technology and changing political issues. He argued that these trends suggest a second, more attractive way of exercising power than traditional means, and called this aspect of power “co-optive” or “soft” power. Since the end of the Cold War, the concept of soft power has been used extensively in discussions about US foreign policy and has more recently also been used to describe China's foreign policy. But far less attention has been given to how this term can be used in other cultural contexts to describe intra-regional politics, such as in the Middle East. Turkey and Qatar are two countries that try to navigate through this dangerous region in a different way. But what they have in common is that they both managed to improve their reputation and increase their visibility in the past decade. This has translated this into increased policy impact on the regional and global stage. Is the concept of soft power useful to explain the increased power of attraction that emanates from these countries? (...) This bachelor thesis will use the concept of soft power to explain Turkish and Qatari foreign policies over the past decade, as well as the most recent developments. It also aims to elucidate why both of the countries have built up their soft power resources, and does so by focusing on the concept of “human security”.

Book excerpt: At the heart of Mari Luomi's salutary book is whether oil- and gas-dependent authoritarian monarchies can keep their natural resource use and the environment in balance. She argues that the Gulf monarchies have already reached their limits of 'natural sustainability', given that several of them are dependent on natural gas imports. Water resources are dwindling, and food import dependence is high and rising. Qatar's per capita emission of CO2 is ten times the global average. As a result of their booming economies, the Gulf monarchies' surging electricity and water demand have exerted unexpected pressures on domestic energy supply. Simultaneously, the consolidation of climate change on the international agenda has created a new uncertainty for local rulers whose survival depends on sales of oil and gas. Meanwhile domestic resource consumption, together with climate change, are putting unprecedented stress on the region's fragile desert environment. The Gulf is under stress, but so too are its states' power, wealth and ecosystems. Luomi reveals how Abu Dhabi and Qatar have responded to these new natural re- source-related pressures, particularly climate change, and how their responses are inextricably linked with elite legitimacy strategies and the 'natural unsustainability' of their political economies.

Although the incident occurred during the U.S. invasion of Afghanistan, the station was located in a residential area and the Pentagon was informed about its location. International concerns rose up the next weeks and after BBC constantly brought new disclosures about the incident to light, the Pentagon relented and published an official statement in which it confirmed a deliberate destruction. In the eyes of the Pentagon and U.S. government the bombing was legitimate because in their estimation, Al Jazeera is as a part of the propaganda machine of the “enemy”, cooperating with terrorists (Miles 2005, 165-167). About 10 years later things seem to have changed a lot. In March 2011, U.S. Secretary of State Hillary Clinton testified in front of the Senate Foreign Relations Committee that Al Jazeera provided more informative news coverage than the opinion-driven coverage of American mass media (The Huffington Post 2011). However, she is not the only one whose perception about the TV channel seems to have changed in the last years. “Defense Secretary Robert M. Gates, Army Gen. David H. Petraeus [...] and Adm. Michael G. Mullen, chairman of the Joint Chiefs of Staff, all have appeared on the network's Arabic and English channels in the last year.” writes the Los Angeles Times at the end of 2011 and claims that “The Obama administration is courting the pan-Arab television network Al Jazeera in an attempt to improve a history of testy relations with one of the most influential news outlets in the Middle East.” (Los Angeles Times 2011).
