Book excerpt: The U.S. Army Military History Institute at Carlisle Barracks originally published General William E. DePuy's oral history as a convincing example of this relatively new technique in the historian's arsenal. It soon became apparent, however, that the audience recognized in this interview a larger, more enduring value and utility. Here was an Army leader, a fighter, trainer, and thinker, imparting his wisdom and experience to the officer and NCO corps in his own words. The overwhelming demand from the Army's senior leaders and its school system for copies of the DePuy oral history quickly exhausted the original printing. It gives me great pleasure to publish the first Center of Military History edition of this important document. The DePuy interview easily fulfilled the Military History Institute's criteria for oral history publications. It concerned a figure immediately recognizable to a large number of Army officers, one who had made a major impact on the development of the Army since World War II, and one whose career had spanned a period of significant change within the service. While these considerations remain valid , it seems to me that another element has emerged during the two years that Army leaders have read and discussed the DePuy oral history. Simply put, General DePuy's career demonstrates that one man can make a huge difference in our Army. General DePuy was commissioned from RDTC in 1941 and joined the 20th Infantry in time for the famous Louisiana Maneuvers. Subsequently assigned to the 90th Infantry Division, he trained and prepared with the division for its role in the liberation of Europe. In particular, the division's fight through the hedgerows of Normandy in June and July 1944 provided then Captain DePuy with a profound lesson. He saw soldiers suffer and die because of poor leadership or in sufficient training. As a consequence he dedicated himself to the goal of leader development. His subsequent military career bore eloquent testimony to this dedication. Service on the postwar Army Staff involved him in decisions that dramatically affected training, doctrine, force-structure, and policy development. Later service in Vietnam allowed him to apply his years of planning and training in a combat situation. Finally, his assignment as the first commander of TRADOC gave him the opportunity to directly transform the Army in the post-Vietnam era. It takes brains, hard work, dedication, and probably a bit of luck for one man to directly influence a great military institution. DePuy blended these ingredients to the fullest, and in doing so left us a profoundly important legacy.

That is a rather large claim, and it suggests a precedence over a number of other distinguished officers, both his contemporaries and successors. But it is a claim that can be justified by the test of the “null hypothesis:” Could the Army that conducted the Gulf War be imagined without the actions of General DePuy and those he instructed and inspired? Clearly, it could not. There are a few officers of the period about whom one can make the same claim. To judge properly the accomplishments of General DePuy and his talented subordinates at the US Army Training and Doctrine Command (TRADOC), one must understand the sense of crises and defeat that pervaded the Army in the 1970s. By 1973, the United States had lost the war in Vietnam. Only the most optimistic or naïve observer held out hope that the Geneva Accords would provide security for the Republic of South Vietnam. The US Army was in a shambles, with discipline destroyed and the chain of command almost nonexistent. The “All Volunteer Army” was borne on a wave of permissiveness that compounded the problems of restoring discipline. Moreover, the army was ten years behind its most likely enemy in equipment development, and it had no warfighting doctrine worthy of the same. With the able assistance of the commander of the Armor Center, General Donn Starry, General DePuy wrenched the Army from self-pity and recrimination about its defeat in Vietnam into a bruising doctrinal debate that focused the Army's intellectual energies on mechanized warfare against a first-class opponent. Critics might argue correctly that that the result was incomplete, but they out not to underestimate how far the Army had to come just to begin the discussion. General DePuy also changed the way Army battalions prepared for war. He made the US Army a doctrinal force for the first time in history. Ably seconded by General Paul Gorman, DePuy led the Army into the age of the Army Training and Evaluation Program (ARTEP). The intellectual and training initiatives were joined then, with a third concern of General DePuy's TRADOC: the development of a set of equipment requirements, with a concentration of effort on a limited number, ultimately called the “Big Five.” The result was the suite of weapons that overmatched the Iraqis in Operation Desert Storm – Apache attack helicopters, M1 tanks, Bradley fighting vehicles, Patriot air defense missiles, and Black Hawk assault helicopters. General DePuy championed the recruitment of a high-quality soldiery, an effort beyond his own significant responsibilities but, even so, one he never ceased to support and forward.

Book excerpt: As entrenched bureaucracies, military organizations might reasonably be expected to be especially resistant to reform and favor only limited, incremental adjustments. Yet, since 1945, the U.S. Army has rewritten its capstone doctrine manual, Operations, fourteen times. While some modifications have been incremental, collectively they reflect a significant evolution in how the Army approaches warfare—making the U.S. Army a crucial and unique case of a modern land power that is capable of change. So what accounts for this anomaly? What institutional processes have professional officers developed over time to escape bureaucracies' iron cage? Forging the Sword conducts a comparative historical process-tracing of doctrinal reform in the U.S. Army. The findings suggest that there are unaccounted-for institutional facilitators of change within military organizations. Thus, it argues that change in military organizations requires "incubators," designated subunits established outside the normal bureaucratic hierarchy, and "advocacy networks" championing new concepts. Incubators, ranging from special study groups to non-Title 10 war games and field exercises, provide a safe space for experimentation and the construction of new operational concepts. Advocacy networks then connect different constituents and inject them with concepts developed in incubators. This injection makes changes elites would have otherwise rejected a contagious narrative.

The resulting experiment with the Pentomic division forced Army leaders to reexamine some of their most basic assumptions about future conflict. With the increasing influence of Communist China throughout Southeast Asia, the Army also began to pay greater attention toward counterinsurgency and guerilla warfare. President Kennedy's interest in a doctrine of flexible response and his concern for combatting Communist inspired insurrections prompted the Army to increase training in unconventional warfare and to highlight the capabilities of its developing special forces--the Green Berets.
