Several studies suggest that for certain products and countries, the value of informal trade may meet or even exceed the value of formal trade. This paper provides a review of existing efforts to measure informal trade. We list 18 initiatives aimed at measuring ICBT in Africa. The paper also summarizes discussions conducted with many stakeholders in Africa between December 2016 and May 2018 regarding the measurement, the determinants, and the implications of ICBT. The methodologies used to measure ICBT in Africa differ widely, but they do confirm that informal trade in Africa is both sizeable and volatile. Both evidence on the determinants of ICBT and discussions with stakeholders suggest that policies should aim to reduce the existing costs associated with formal trade and provide positive incentives for traders and producers to move into the formal economy in order to avoid the loss of economic potential stemming from informal trade.

Book excerpt: The Malian market at the railway terminus in Dakar was bulldozed in 2009 and, following privatisation of the railway, passenger services in Senegal soon ceased altogether. The consequences were felt especially by women traders who had travelled the line since its inauguration, making the terminus in Dakar the centre of a thriving network of traders and migrants. To examine the fates of those whose livelihoods were destroyed or disrupted, Gunvor Jónsson spent a year with the women evicted from the terminus. Urban Displacement and Trade in a Senegalese Market explores what happens at ‘the end’ of urban displacement, when it is all over, so to speak – when the dust has settled and people find themselves scattered in sometimes unfamiliar surroundings, trying to pick up the pieces and create something meaningful. This book argues that rupture and ensuing displacement do not produce a clean slate where identities, networks and histories must be produced from scratch. Traders and their markets do not simply vanish into thin air when they are evicted. The book examines not only what is lost but what emerges when a dense node, such as the terminus, is dissolved and fragmented. The ethnography of the traders reveals that the aftermath of eviction in cities may lead to diasporic forms of consciousness and identity formations. Displacement, whether on a local or global scale, demands difficult adjustments and people’s capacities to adapt to new circumstances and environments vary. This book uncovers some of these different capacities and variations in traders’ reactions to displacement. But in many cases, governments tacitly permit illicit cross-border commerce, or even devise informal arrangements to regulate it. Drawing on extensive fieldwork in the borderlands of Tunisia and Morocco, Max Gallien explains why states have long tolerated illegal trade across their borders and develops new ways to understand the political economy of smuggling. This book examines the rules and agreements that govern smuggling in North Africa, tracing the involvement of states in these practices and their consequences for borderland communities. Gallien demonstrates that, contrary to common assumptions about the effects of informal economies, smuggling can promote both state and social stability. States not only turn a blind eye to smuggling, they rely on it to secure political acquiescence and maintain order, because it provides income for otherwise neglected border communities. More recently, however, the securitization of borders, wars, political change, and the pandemic have put these arrangements under pressure. Gallien explores the renegotiation of the role of smuggling, showing how stability turns into vulnerability and why some groups have been able to thrive while others have been pushed further to the margins.
