This assessment was conducted between 2013 and 2017 as the first of a series of monitoring and assessment reports, under the guidance of the HIMAP Steering Committee: Eklabya Sharma (ICIMOD), Atiq Raman (Bangladesh), Yuba Raj Khatiwada (Nepal), Linxiu Zhang (China), Surendra Pratap Singh (India), Tandong Yao (China) and David Molden (ICIMOD and Chair of the HIMAP SC). This First HKH Assessment Report consists of 16 chapters, which comprehensively assess the current state of knowledge of the HKH region, increase the understanding of various drivers of change and their impacts, address critical data gaps and develop a set of evidence-based and actionable policy solutions and recommendations. These are linked to nine mountain priorities for the mountains and people of the HKH consistent with the Sustainable Development Goals. This book is a must-read for policy makers, academics and students interested in this important region and an essentially important resource for contributors to global assessments such as the IPCC reports.

In this context, global approaches to modernize a rural society have been ubiquitous phenomena independent of ideological contexts. The 20th century experienced a variety of concepts to settle mobile groups and to transfer their lifestyles to modern perceptions. Permanent settlements are the vivid expression of an ideology-driven approach. Modernization theory captured all walks of life and tried to optimize breeding techniques, pasture utilization, transport and processing concepts. New insights into other aspects of pastoralism such as its role as an adaptive strategy to use marginal resources in remote locations with difficult access could only be understood as a critique of capitalist and communist concepts of modernization. In recent years a renaissance of modernization theory-led development activities can be observed. Higher inputs from external funding, fencing of pastures and settlement of pastoralists in new townships are the vivid expression of 'modern' pastoralism in urban contexts. The new modernization programme incorporates resettlement and transformation of lifestyles as to be justified by environmental pressure in order to reduce degradation in the age of climate change.

Since then, the importance of the role that indigenous peoples play in economic, social and environmental conservation through traditional sustainable agricultural practices has been gradually recognized. Consistent with the mandate to eradicate hunger, poverty and malnutrition--and based on the due respect for universal human rights--in August 2010 the Food and Agriculture Organization of the United Nations adopted a policy on indigenous and tribal peoples in order to ensure the relevance of its efforts to respect, include, and promote indigenous people's related issues in its general work. This publication is an outcome of a regional consultation held in Bangkok, Thailand in November 2013. It documents seven case studies which were conducted in Bangladesh, Cambodia, India, Indonesia, the Lao People's Democratic Republic, Nepal and Thailand to take stock of the changes in livelihood and food security among indigenous shifting cultivation communities in South and Southeast Asia against the backdrop of the rapid socio-economic transformations currently engulfing the region. The case studies identify external--macro-economic, political, legal, policy--and internal--demographic, social, cultural--factors that hinder and facilitate achieving and sustaining livelihood and food security. The case studies also document good practices in adaptive changes among shifting cultivation communities with respect to livelihood and food security, land tenure and natural resource management, and identify intervention measures supporting and promoting good practices in adaptive changes among shifting cultivators in the region.

Book excerpt: The book puts into plain words a changing dimension of politics in a traditional regime and offers an insight into the emerging transition to royal, semi-authoritarian democracy in Bhutan. Bhutan represents a political system which coalesces the rhetorical acquiescence of democracy with illiberal authoritarian attributes under the former royalist shadow. Royal democracy is a myth and only paints the frontage of democracy. The smokescreen of this kind of authoritarian regime is not yet democracy but is instead a new form of semi-authoritarian rule. The political reforms in Bhutan were orchestrated by the “traditional regime and elites in a traditional society” as a tightly controlled, top-down process without devolution of power outside the regime. Royal Democracy can best be understood as an attempt to construct a political regime that impersonates democratic institutions but works outside the logic of political representation and seeks to repress any vestige of genuine political pluralism. Exploring the authoritarian logic behind the democratic rhetoric is especially important for Bhutan, which is today glorified by the UN as “The Mecca of Gross National Happiness” and depicted by many as a model of top down democracy on popular media and in academia. Holding State controlled elections alone does not create a cure for deeper political, economic, and social predicaments besetting Bhutan and does not create a solid foundation for democratic transition. The glitter of royal, semi-authoritarian democracy is a “Jigmecracy,” an old Jigme’s system with new labels, a classic case of transition from a traditional regime in a traditional society.

The results of an empirical investigation of the environmental and socio-economic implications of pastoralism in representative pastoral regions in the world are also incorporated. The second goal is to argue that breaking coupled human-natural systems of pastoralism leads to degradation of pastoral ecosystems and to create an analysis framework to assess the vulnerability of worldwide pastoralism. Our analysis framework provides approaches to help comprehensively understand the transitions and the impacts of human-natural systems in the pastoral regions in the world. The third goal is to identify the successful models in promoting coupled human-natural systems of pastoralism, and to learn lessons of breaking coupled human-cultural pastoralism systems through examining the representative cases in regions including Central Asia, Southern and Eastern Asia, Northern and Eastern Africa, the European Alps and South America. The fourth goal is to identify the strategies to build the resilience of the coupled human-natural systems of pastoralism worldwide. We hope that our book can facilitate the further examination of sustainable development of coupled human-natural systems of pastoralism by providing the summaries of existing data and information related to the pastoralism development, and by offering a framework for better understanding and analysis of their social, economic and environmental implications.
