Ce pays renvoie à ses partenaires une image ambiguë : il inquiète, à cause de sa place prépondérante dans l'économie mondiale, et dans un même temps, est vu comme une source d'opportunités. Ce rapport revient sur la place de la Chine dans l'économie mondiale et propose une analyse de sa stratégie. Son principal message est qu'il faut tenter le pari chinois et participer activement au développement des relations commerciales avec ce pays, sans pour autant sous-estimer les risques et les difficultés d'une telle stratégie. Plusieurs propositions se dégagent. Tout d'abord, les gouvernements ne doivent pas se focaliser sur les taux de change comme beaucoup le font aujourd'hui. La clé principale pour résorber le surplus commercial est l'épargne excédentaire, c'est donc sur la nouvelle orientation de la croissance chinoise fondée sur la solidité de sa demande intérieure qu'il faut insister. Le yuan est actuellement sous-évalué, mais son appréciation en termes réels est significative et cela ne peut que se renforcer depuis qu'une politique de hausse rapide des salaires a été mise en place. L'attention des gouvernements doit plutôt porter sur l'ouverture du marché chinois, encore trop protégé, ainsi que sur le climat des affaires - notamment la protection des droits de propriété intellectuelle, encore très imparfaite. L'Union européenne et la Chine ont certainement plus d'intérêts en commun que les États-Unis et la Chine, ce qui a des implications fortes quant à la stratégie à mettre en œuvre avec Pékin. Enfin, les entreprises doivent être cosncientes des difficultés qui les attendent lorsqu'elles s'engagent sur le marché chinois. Compte tenu des incertitudes fortes, il est sage d'opérer dans des conditions qui soient rapidement profitables. Surtout, il est essentiel de reconnaître que le pari chinois ne peut pas réussir sans un engagement complet et durable des Directions générales. Celles des entreprises occidentales qui ont décidé d'installer en Chine une partie de leur État-major montrent certainement la voie à suivre."

Book excerpt: Abstract: Large numbers of agricultural labor moved from the countryside to cities after the economic reforms in China. Migration and remittances play an important role in transforming the structure of rural household income. This paper examines the impact of rural-to-urban migration on rural poverty and inequality in the case of Hubei province using the data of a 2002 household survey. Since remittances are a potential substitute for farm income, the paper presents counterfactual scenarios of what rural income, poverty, and inequality would have been in the absence of migration. The results show that, by providing alternatives to households with lower marginal labor productivity in agriculture, migration leads to an increase in rural income. In contrast to many studies that suggest the increasing share of non-farm income in total income widens inequality, this paper offers support for the hypothesis that migration tends to have egalitarian effects on rural income for three reasons: (i) migration is rational self-selection - farmers with higher agricultural productivities choose to remain in local agricultural production while those with higher expected return in urban non-farm sectors migrate; (ii) poorer households facing binding constraints of land shortage are more likely to migrate; and (iii) the poorest poor benefit disproportionately from remittances.
