Research conducted by IRD and its partners provides key knowledge for better understanding of the complexity of these phenomena. This book is a synthesis in three parts: observing and understanding climate change, analysing its main impacts on environments and setting societies and national public policies at the heart of the climate challenge. Focused on the capacity for resilience of populations and ecosystems in the face of trends in the climate, the book explores solutions that reconcile mitigation and adaptation in response to climate change, conservation of the environment and a reduction of inequalities. The work is both well documented and explanatory, reviewing operations and the results of research that is firmly involved and interdisciplinary, closely associating partners in the North and the South.

The National Climate Assessment, coordinated by the U.S. Global Change Research Program, is a mandated report intended to inform response decisions. Required to be developed every four years, these reports provide the most comprehensive and up-to-date evaluation of climate change impacts available for the United States, making them a unique and important climate change document. The draft Fourth National Climate Assessment (NCA4) report reviewed here addresses a wide range of topics of high importance to the United States and society more broadly, extending from human health and community well-being, to the built environment, to businesses and economies, to ecosystems and natural resources. This report evaluates the draft NCA4 to determine if it meets the requirements of the federal mandate, whether it provides accurate information grounded in the scientific literature, and whether it effectively communicates climate science, impacts, and responses for general audiences including the public, decision makers, and other stakeholders.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Anthropogenic activities, such as fossil fuel consumption and other activities focused on enhancing economic growth, have been identified as the main drivers of changes in the environment that defy planetary boundaries. The transgression of planetary boundaries has profound implications for practically all biophysical and human systems and their impact could also be related to the exacerbation of existing problems such as land tenure insecurity, poverty and inequality, marginalization of poorer populations, climate induced migration, and resource wars or conflicts. From a global South perspective, research on the multifaceted nature of climate change is thus necessary and appropriate, including the analysis of socioeconomic, political and cultural aspects. This book is an outcome of the Comparative Research Workshop on "Inequality and Climate Change: Perspectives from the South" of the South-South Collaborative Programme of CLACSO-CODESRIA-IDEAS. It gathers a diversity of case studies from the South with ample biophysical differences and particular social and cultural realities. As such, it is a fresh contribution offering a vantage point from which to examine some of the current perspectives on inequality and climate change.

À l’échelle planétaire, les activités humaines exercent un impact direct sur les frontières qu’elles transforment durablement alors que ces mêmes frontières ont constitué le cadre naturel dans lequel l’humanité a pu prospérer durant les dix derniers millénaires. Les changements rapides qui affectent notre système terrestre remettent directement en cause les anciennes hypothèses qui considéraient des frontières stables comme le principal fondement de la souveraineté. Aujourd’hui, ces postulats périmés doivent impérativement être réévalués. Paradoxalement, la phase de mondialisation actuelle nécessite une redéfinition de la notion même de frontières stables. En effet, l’élargissement des droits de propriété et des champs de compétence pourrait en fait prévenir la mise en œuvre de mesures d’adaptation efficaces visant à répondre aux enjeux du changement climatique. Garantir la survie d’une économie fondée sur la consommation de combustibles fossiles demeure à ce jour une priorité politique comme le fait de devoir faire face aux catastrophes naturelles à l’échelle mondiale – ce qui rend les objectifs de durabilité d’autant plus difficiles à atteindre dans un environnement en pleine mutation où les rivalités politiques exacerbées façonnent la politique globale contemporaine. L’entrée de la Terre dans une nouvelle époque géologique, l’Anthropocène (l’ère de l’homme), représente un formidable défi éthique, qu’il convient de relever en établissant une véritable politique de durabilité, et ce, au moment où l’humanité s’engage dans la dernière phase du processus de mondialisation. Dans un tel contexte, pour être réellement efficaces, les connaissances et les perspectives résultant des analyses académiques et des initiatives pratiques de toute nature devront être intégrées dans une vision globale.

When considering climate change, indigenous peoples and marginalized populations warrant particular attention. Impacts on their territories and communities are anticipated to be both early and severe due to their location in vulnerable environments, including small islands, high-altitude zones, desert margins and the circumpolar Arctic. Indeed, climate change poses a direct threat to many indigenous societies due to their continuing reliance upon resource-based livelihoods. Heightened exposure to negative impacts, however, is not the only reason for specific attention and concern. As many indigenous societies are socially and culturally distinct from mainstream society, decisions, policies and actions undertaken by the majority, even if well-intended, may prove inadequate, ill-adapted, and even inappropriate. There is therefore a need to understand the specific vulnerabilities, concerns, adaptation capacities and longer-term aspirations of indigenous peoples and marginalized communities throughout the world. Indigenous and traditional knowledge contribute to this broader understanding.
