The National Climate Assessment, coordinated by the U.S. Global Change Research Program, is a mandated report intended to inform response decisions. Required to be developed every four years, these reports provide the most comprehensive and up-to-date evaluation of climate change impacts available for the United States, making them a unique and important climate change document. The draft Fourth National Climate Assessment (NCA4) report reviewed here addresses a wide range of topics of high importance to the United States and society more broadly, extending from human health and community well-being, to the built environment, to businesses and economies, to ecosystems and natural resources. This report evaluates the draft NCA4 to determine if it meets the requirements of the federal mandate, whether it provides accurate information grounded in the scientific literature, and whether it effectively communicates climate science, impacts, and responses for general audiences including the public, decision makers, and other stakeholders.

Earthly Politics argues that in the coming decades global governance will have to accommodate differences even as it obliterates distance, and will have to respect many aspects of the local while developing institutions that transcend localism. This book analyzes a variety of environmental-governance approaches that balance the local and the global in order to encourage new, more flexible frameworks of global governance. On the theoretical level, it draws on insights from the field of science and technology studies to enrich our understanding of environmental-development politics. On the pragmatic level, it discusses the design of institutions and processes to address problems of environmental governance that increasingly refuse to remain within national boundaries. The cases in the book display the crucial relationship between knowledge and power—the links between the ways we understand environmental problems and the ways we manage them—and illustrate the different paths by which knowledge-power formations are arrived at, contested, defended, or set aside. By examining how local and global actors ranging from the World Bank to the Makah tribe in the Pacific Northwest respond to the contradictions of globalization, the authors identify some of the conditions for creating more effective engagement between the global and the local in environmental governance.

The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

It is based on a survey of more than 9,000 farmers in 11 countries: Burkina Faso, Cameroon, Egypt, Ethiopia, Ghana, Kenya, Niger, Senegal, South Africa, Zambia, and Zimbabwe. The study uses a Ricardian cross-sectional approach in which net revenue is regressed on climate, water flow, soil, and economic variables. The results show that net revenues fall as precipitation falls or as temperatures warm across all the surveyed farms. In addition to examining all farms together, the study examined dryland and irrigated farms separately. Dryland farms are especially climate sensitive. Irrigated farms have a positive immediate response to warming because they are located in relatively cool parts of Africa. The study also examined some simple climate scenarios to see how Africa would respond to climate change. These uniform scenarios assume that only one aspect of climate changes and the change is uniform across all of Africa. In addition, the study examined three climate change scenarios from Atmospheric Oceanic General Circulation Models. These scenarios predicted changes in climate in each country over time. Not all countries are equally vulnerable to climate change. First, the climate scenarios predict different temperature and precipitation changes in each country. Second, it is also important whether a country is already hot and dry. Third, the extent to which farms are irrigated is also important.

With contributions from more than a dozen well-renowned researchers in political science, law and sociology, this book analyzes IPBES functioning and challenges in terms of the knowledge selection process and actors involved. The book reveals that, through its conceptual framework, IPBES promotes a pluralistic view of nature that calls for a broadening of the disciplinary frontiers. It combines natural science and social science research and also includes indigenous and local knowledge. IPBES is considered to represent the institutionalization of a permanent knowledge assessment on biodiversity and is often referred to as an IPCC success story, constituting a new stage in global environmental governance. In analyzing the knowledge selection process for IPBES decision making, the book better situates IPBES within the biodiversity and global governance domain.
