With the support of an international network of experts, the Bertelsmann Stiftung has conducted an indicator-based inventory of the state and performance of governance in each BRICS country. Focusing on success factors and policy challenges, this study draws upon the analytic tool of the Sustainable Governance Indicators (SGI), allowing for a cross-national analysis of the need for reform in core policy areas such as economic and social affairs, environmental policies and innovation strategies. At the same time, the capacities of each country's system of governance are explored in each BRICS state. explores the the extent to which problems are identified and strategic solutions implemented in each of the five political systems. By looking at both reform needs and reform capacities, this study points to considerable differences in the prospects for development in each country - prospects which, in some cases, fall short of the expected growth and progress.

Book excerpt: The world's problems--climate change, epidemics, and the actions of multinational corporations--are increasingly global in scale and beyond the ability of any single state to manage. Since the end of the Cold War, states and civil society actors have worked together through global governance initiatives to address these challenges collectively. While global governance, by definition, is initiated at the international level, the effects of global governance occur at the domestic level and implementation depends upon the actions of domestic actors. NGOs act as "mediators" between global and domestic political arenas, translating and adapting global norms for audiences at home. Yet the role of domestic NGOs in global governance has been neglected relatively in previous research. Bringing Global Governance Home examines how NGO engagement at the global level shapes domestic governance around climate change, corporate social responsibility, HIV/AIDS, and sustainable forestry. It does so by comparing domestic reception of global standards and practices in the BRICS states (Brazil, Russia, India, China, and South Africa). These newly emerging global powers, representing a range of regime types, aspire to become global policy makers rather than mere policy takers and have banded together through periodic summits to devise alternative approaches to economic development and global challenges. Nevertheless, these countries still engage the world primarily through existing global governance institutions that they did not create themselves. Ultimately, this book explores the interplay of international and domestic factors that allow domestically-rooted NGOs to participate globally, and the extent to which that participation shapes their ability to mediate and promote global governance perspectives within the borders of their own countries with varying regimes and state-society relations.

Drawing on case studies from each country, the authors use examples from urban governance, energy transitions strategy, foreign investment and more to illustrate how COVID-19 has negatively or positively impacted climate data and draw wider conclusions about the long-term climate policies that may be implemented. What policies can governments enact to jump-start the rise of these middle-income countries? Hartmut Elsenhans and Salvatore Babones argue that economic catch-up requires investment in the productivity of ordinary citizens. Diverging from the popular narrative of increased liberalization, this book argues specifically for direct government investment in human infrastructure; policies that increase wages and the bargaining power of labor; and the strategic use of exchange rates to encourage export-led growth. These measures raise up the majority and finance future productivity by driving broader consumption and fostering investment within national borders. Though strategies like full employment, mass education, and progressive taxation are not especially controversial, none of the BRICS have truly embraced them. Examining barriers to implementation, Elsenhans and Babones find that the main obstacle to such reforms is an absence of political will, stemming from closely guarded elite privilege under the current laws. BRICS or Bust? is a short, incisive read that underscores the need for demand-driven growth and why it has yet to be achieved.
