Book excerpt: In response to the homeless crisis in Los Angeles County, taxpayers voted for Measure H in 2017 to fund homeless initiative programs and services, such as preventative measures, to combat homelessness. After two years, reports from the Los Angeles Homeless Services Authority (LAHSA) show that the number of homeless within certain homeless subpopulations have increased. This study will use a qualitative interview-based survey methodology to gather information from the various perspectives of the most vulnerable homeless subpopulations. This study aims to identify whether the implemented homeless programs and services are effective and offers recommendations for changes to policies to address the needs of the homeless youth and chronically homeless subpopulations.

Book excerpt: Homelessness is a wicked problem that is having a tremendous impact on Los Angeles County. According to the Los Angeles Homeless Services Authority (2019), there are about 58,936 homeless individuals throughout the entire county. There are several speculations about how and why homelessness exists. The actions to combat homelessness have proven insufficient to eliminate the problem. This research project proposes to gather, organize and present data on this elusive and intractable problem in order to convince policymakers to take more different measures. Interviews will be conducted with experts to explore better strategies to combat homelessness. Surveys will then be presented to taxpayers to determine their level of support. This project asks: is Los Angeles County ready for radical change when it comes to the fight against homelessness? Radical change means newer initiates that are much more aggressive and demanding to bring forth rapid change at an accelerated pace unlike never seen before. The advocacy coalition framework based on Sabatier and Jenkins-Smith will help demonstrate how data produced from this research can be used towards going for a new direction to eliminate homelessness. This research will benefit Los Angeles County towards helping make this wicked problem a higher priority and will influence policy makers to bring forth better strategies to prevent homelessness.

An in-depth analysis is provided to highlight the many causes of this complex societal problem. The research paper aims to evaluate if Los Angeles County has the capacity to deal with large homeless encampments. The purpose of this study is to describe the current efforts undertaken by Los Angeles County to address public health concerns. The research design uses both qualitative and quantitative methods of gathering data. Empirical data collection through survey collection and interviews will be used for the study. The study's findings will help better analyze the current policies surrounding public health efforts in Los Angeles County. The results will provide insight into how the implementation and planning of future policies can be improved.

Book excerpt: Throughout California and major urban centers across the United States, the country is experiencing unprecedented levels of homelessness. In Los Angeles County, specifically, leaders and public agencies alike are scrambling to find solutions to this major source of contention. An unstable housing market in addition to the lack of mental health and substance abuse treatment have been linked to the high increase in rates of homelessness. In the last decade, Los Angeles County has witnessed a sharp increase in homeless rates. According to the Los Angeles County Homeless Services Authority (LAHSA), there are over 66,000 homeless individuals in Los Angeles County (2020). Urban centers like San Francisco, Los Angeles and San Diego are facing ever challenging obstacles to tackle this complex problem. Some researchers argue that one of the root causes is the lack of affordable housing. Others argue that mental health and substance abuse are the driving force behind the homeless epidemic. This paper seeks to identify both of the major factors contributing to homelessness and also potential solutions. It also seeks to critique current policies that have exacerbated the problem and other policies that have failed. The research study proposed will incorporate a quantitative method in its design. The proposed study can be best described as explanatory research intended to better understand homelessness in Los Angeles County. The study will use a self-reported questionnaire for a non-numerical understanding of the phenomenon. It will incorporate quantitative data to better capture the personal attributes of the homeless. This type of data is generally difficult to capture. Therefore, this study's strength is its ability to gather data that would otherwise be strenuous to capture. In the last several years the state of California and the city and county of Los Angeles have passed new legislation that has directly or indirectly affected homelessness. The proposed study seeks to make a link between failed policies and the increase in homelessness. Homelessness has increased 13% in the last year (LAHSA, 2020). Clearly, legislation like Measure HHH has had little impact on Homelessness. Lastly, the study may point to future directions in public policy development and implementation. By studying the data captured legislators can consider the hurdles the homeless population faces.

There will also be a quantitative element of analysis, as the numbers from the Greater Los Angeles Homeless Count will be evaluated to assess program effectiveness. Findings from the study will contribute to a better understanding of the success of homeless reduction efforts in Los Angeles County, and provide insight to how planning and implementation may be improved, through a ground level interpretation of the system's core users: people experiencing homelessness.

There are approximately 47 thousand homeless people who are living on the streets or in shelters in Los Angeles County. The metropolitan area in downtown Los Angeles has the highest population of homelessness in the Los Angeles County (Kriegler, Berk, 2010). Most of homeless population suffers from physical and mental disorders (Piliavin, Sosin, Westerfelt, Matsueda, 1993). Some of them become homeless due to personal history such as immigration status or former prisons. In 2018, the average sale price of a Los Angeles County home is around $585,000, which prevents an individual or family from affording a home. Also when there is a lack of employment opportunities stability is challenged, which leads to people losing their homes. These facts alone represents the visible need to address the growing rate homelessness. All levels of government should allocate funds and collaborate on how to reduce homelessness in LA County by developing a strategic plan.

Instead, these policies have been around for decades changing in nature and response. As the topic of homelessness has grown in scope, so too has massive investments in the local, state, and federal levels of government to uplift people out of homelessness through the development of housing. Even with the up tick in investments to build housing, Los Angeles continues to experience rising numbers of people experiencing homelessness. To understand if housing policies are effective in reducing homelessness, a mixed-methods research approach has been designed to analyze the extent to which housing policies are addressing homelessness from the perspectives of those experiencing homelessness through an ethnography. Homelessness remains a complex social issue that requires pragmatic approaches to identifying underlying challenges in housing policy to address homelessness.

The research design will be comprised of qualitative and quantitative data utilizing a vulnerable population theoretical framework and common ground model analysis to analyze how the public and private sectors can work together in better serving the diverse homeless, vulnerable populations in Los Angeles County. Also, data from the Los Angeles Homeless Service Authorities (LAHSA) greater Los Angeles annual homeless count and the Los Angeles Continuum of Care Homeless Management Information System (LACoC HMIS) will be utilized to evaluate and assess the effects of the housing and service programs that are being provided to homeless, vulnerable populations. This research will further provide recommendations that can be used by nonprofits, government entities, and non - governmental organizations to become more effective in collaborative networks that cater to diverse racial and ethnic homeless vulnerable populations in Los Angeles County and other managers in communities that participate in cross-sector leadership techniques.

This paper focuses on the causes of increasing homelessness and on the difficulty of finding more efficient and effective solutions to the problem. This research will help Los Angeles County look at homelessness from a different angle and encourage policymakers to draft new strategies to fight it.
