However, this success story seems to be going astray. The crux of the problem, this volume suggests, is that externally driven modernization to meet national food needs pushed Punjab into highly specialized production of wheat and rice, resulting in over-utilisation of natural resources with adverse environmental consequences that jeopardizing the long-term viability and sustainability of the agrarian economy. Stagnating productivity, reduced farm size, falling household incomes, depleting groundwater resources, are only a few of the problems that characterise Punjab’s agriculture today. The book establishes clearly that rural development implies more than transformation of traditional agriculture. Apart from ensuring efficient use of limited resources to sustain agricultural production, rural policy should encompass promotion of non-farm activities, investments in social and economic structure and civic amenities.

The book, instead of looking for global best practices and evaluating them to assess the possibility of replicating these domestically, looks inward at the best practices and experiences within Indian states, to answer questions such as -- how the agricultural growth process can be speeded up and made more inclusive, and financially viable; are there any best practices that can be studied and replicated to bring about faster growth in agriculture; does the prior hypothesis that rapid agricultural growth can alleviate poverty faster, reduce malnutrition, and augment farmers’ incomes stand? To answer these questions, the book follows four broad threads -- i) Linkage between agricultural performance, poverty and malnutrition; ii) Analysing the historical growth performance of agricultural sector in selected Indian states; iii) Will higher agricultural GDP necessarily result in higher incomes for farmers; iv) Analysing the current agricultural policy environment to evaluate its efficiency and efficacy, and consolidate all analysis to create a roadmap. These are discussed in 12 chapters, which provide a building block for the concluding chapter that presents a roadmap for revitalising Indian agriculture while ensuring growth in farmers’ incomes.

Book excerpt: The economy of Punjab state in India offers an interesting case study. Punjab has been for decades - and remains - one of India's better-off states, and so it tends not be included in the primary focus of national programs meant to reduce poverty or spur economic development. But, Punjab's relative economic position within India has declined rapidly in recent years. This decline has been accompanied by environmental problems and symptoms of deep social malaise. As will be argued in this paper, Punjab is facing a multidimensional crisis that requires urgent attention. This paper provides an overview of Punjab's crisis, through an analysis of the dynamics of Punjab's economic development as shaped by its political economy, its social dynamics and exogenous events since independence. It argues that one can understand both Punjab's success in certain areas of agriculture and its subsequent relative decline in terms of the interaction of these factors. It uses this historical analysis to provide an assessment of Punjab's future economic development, in terms of the structural changes that are needed, and how these can be encouraged or implemented by policy makers within the constraints of its current political economic equilibrium.

Book excerpt: While policy makers, media, and the international community focus their attention on Pakistan’s ongoing security challenges, the potential of the rural economy, and particularly the agricultural sector, to improve Pakistanis’ well-being is being neglected. Agriculture is crucial to Pakistan’s economy. Almost half of the country’s labor force works in the agricultural sector, which produces food and inputs for industry (such as cotton for textiles) and accounts for over a third of Pakistan’s total export earnings. Equally important are nonfarm economic activities in rural areas, such as retail sales in small village shops, transportation services, and education and health services in local schools and clinics. Rural nonfarm activities account for between 40 and 57 percent of total rural household income. Their large share of income means that the agricultural sector and the rural nonfarm economy have vital roles to play in promoting growth and reducing poverty in Pakistan.
