Detailed analyses of industry groupings and interests in South Africa reveal the complex set of interlocking country-specific factors which have hampered structural transformation over several decades, but also the emerging productive areas and opportunities for structural change. The structural transformation trajectory of South Africa presents a unique country case, given its industrial structure, concentration and highly internationalized economy, as well as the objective of black economic empowerment. Structural Transformation in South Africa links these micro-meso dynamics to global forces driving economic, institutional and social change. This include digital industrialization, global value chain consolidation, financialization, environmental and other sustainability challenges, which are reshaping structural transformation dynamics across middle-income countries like South Africa. While these new drivers of change are disrupting existing industries and interests in some areas, in others they are reinforcing existing trends and configurations of power. The book analyses the ways in which both the domestic and global drivers of structural transformation shape-and, in some cases, are shaped by-a country's political settlement and its evolution. LED emerged in South Africa as one of the more significant post-apartheid development options being pursued by empowered localities with the overt encouragement of national government. Elsewhere in the developing world, much interest surrounds the experience of LED in post-apartheid South Africa, which is seen as a laboratory for experimentation, innovation, and learning. The seventeen chapters in this book examine the range of LED interventions that have been the basis for experimentation in the last decade, including both pro-market as well as pro-poor interventions. Key themes include debates about the most appropriate policy directions for LED, its contribution towards sustainable development, the role of social capital, cluster support, public procurement, eco-development, good governance and tourism-led LED. Book excerpt: The preamble to the post-apartheid South African constitution states that ‘South Africa belongs to all who live in it, united in our diversity’ and promises to ‘lay the foundations for a democratic and open society in which government is based on the will of the people and every citizen is equally protected by law’ and to ‘improve the quality of life of all citizens’. This would seem to commit the South African government to, amongst other things, the implementation of policies aimed at fostering a common sense of South African national identity, at societal dev- opment and at reducing of levels of social inequality. However, in the period of more than a decade that has now elapsed since the end of apartheid, there has been widespread discontent with regard to the degree of progress made in connection with the realisation of these constitutional aspirations. The ‘limits to liberation’ in the post-apartheid era has been a theme of much recent research in the ?elds of sociology and political theory (e. g. Luckham, 1998; Robins, 2005a). Linguists have also paid considerable attention to the South African situation with the realisation that many of the factors that have prevented, and are continuing to prevent, effective progress towards the achievement of these constitutional goals are linguistic in their origin.

Book excerpt: Despite the promise and optimism surrounding the post-apartheid transition, South African society continues to be highly racialised in its discourses, identities and practices, even within the very strategies that aim to change power relations and heal racialised divisions. Renowned for its brutal past practices, the wine industry in South Africa has long been associated with white power and black exploitation, and remains dogged by continuing allegations of poor working conditions and labour abuses. Through in-depth, longitudinal fieldwork, this book considers how different ethics interact and draws attention to the positive changes and continuing development challenges faced in South Africa. Situating practice at its heart, it brings a novel, everyday and micro-scale dimension to understandings of empowerment in the post-apartheid South African wine industry. It develops a critical analysis of the interplay between practice, as scaled and inherently spatial, and discourse to conceptualise how 'big' concepts such as empowerment are articulated, materialised and experienced at the ground level. Through this, it gives voices to the marginalised who experience 'empowerment', setting these within the context of their relations with the other stakeholders who shape this engagement. This book contributes to broader critical social science debates around ethical development and questions of power and empowerment in development interventions. This is critical to reducing the disconnection between policy aims and realities within development and empowerment initiatives, as well as enabling (ethical) commodities to be strategic in retaining their appeal throughout their networks.
