With rising population and shrinking resources available to governments around the world, the option of partnering the private sector in a practical way became inevitable, in order to meet targeted housing stock. The Nigerian government through the instrument of the National Housing Policy with its two-pronged strategy set to overcome this challenge. The Housing Policy was widely applauded as a unique housing compendium and an ingenious housing delivery mechanism. However, so many years after, the housing fortune of Nigerians has weaned and is critically on the precipice. This book examines the inherent weaknesses in the legal and institutional framework with a view to jump-starting the housing sector, which is currently comatose.

This is because in many countries of the global south housing is delivered more through private mechanisms, consequently this poses challenges to adequate housing delivery for most countries of the global south and the Nigeria populace. Some of the challenges faced in providing decent and adequate housing for the people include problems of unskilled workmen, unachievable westernized building standards, housing finance, high level of urbanization, poor policy programmes, and contravention of building standards in addition to poor building materials. This chapter explores housing challenges in Nigeria. In this chapter problems of housing in Nigeria will be explored; the trajectory of the history of national housing delivery and housing policies will be presented. Also, various challenges bedeviling adequate housing delivery in Nigeria is explored and explains how the quality and quantity of housing delivered in Nigeria has affected by these challenges.

The country’s rapid urban population growth and expansion is examined in relation to the account of its recent urban economic growth in order to seek for ways to finance urban development, particularly the provision of urban public goods and services. The objective of this analytical program is to provide diagnostic tools to inform policy dialogue and investment priorities on urbanization. This report serves the critical and timely purpose of focusing attention on the challenges and opportunities of urbanization in Nigeria. The executive summary at the front summarizes the key trends of Nigeria’s urbanization and sets out a framework to structure core urban challenges in view of underlying causes. Detailed analyses follow in the subsequent four chapters. In Chapter 1, the dynamics of Nigeria’s urbanization process are presented, with particular attention to the country’s rapid urban population growth, the very large-scale urban expansion, and the stubborn persistence of high levels of urban poverty, inequality and regional disparity. Chapter 2 provides an account of Nigeria’s recent urban economic growth, in view of the nature of the concentration of economic activity across the country’s states and cities, and of the limited performance of urban and regional economies in generating higher levels of employment and improving business climates. Chapter 3 turns to description and assessment of land management, urban planning and housing provision procedures and systems, which face a variety of challenges with regard to costs, affordability, capacity, equity and efficiency. Finally, Chapter 4 deals with the financing of urban development, particularly the provision of urban public goods and services, which is in need of both substantial finance and institutional and systemic improvements and reform.

Book excerpt: This report summarizes the results of the analytical work on housing market finance carried out by the World Bank Group at the request of the Ministry of Finance. The purpose of the work was to inform the policy dialogue about how best to develop a sustainable housing finance market in Nigeria, and improve the effectiveness of interventions aimed at stimulating the housing market and providing quality housing to the population. The work was funded by DFID and carried out over 2013 and 2014. Experience has shown that an increase in housing production, especially at the lower reaches of the market, stimulates job creation, both skilled and unskilled; and that housing and other infrastructure investment is strongly linked to economic growth. While the availability of housing finance is essential for increasing housing production, sustainable and equitable housing production also depends on: (a) access to residential lands and basic services; (b) an efficient and transparent land administration; (c) legal protections; and (d) a macroeconomic environment that maintains low inflation and low interest rates. An essential part of making housing finance work for the poor is the availability of houses at lower prices in the market. The report summarizes the institutional landscape, policy framework, and public and private sector actors involved in housing finance, and focuses on the underlying reasons for the lack of housing finance, particularly for lower-priced houses for the poor. The report also summarizes issues related to the construction industry and building materials, an understanding of which is key to developing transformative policies in the sector. Finally, the report proposes possible new approaches to housing finance in Nigeria, based on international best practices.
