Recent events (both natural disasters and man-made disasters) have pointed to the inherent physical, economic, social and political vulnerabilities that exist in the region. Both black swan events and persistent threats to security characterize the challenges within the Asia-Pacific region. Transnational security challenges such as global climate change, environmental degradation, pandemics, energy security, supply chain security, resource scarcity, terrorism and organized crime are shaping the security landscape regionally and globally. The significance of emerging transnational security challenges in the Asia-Pacific Region impact globally and conversely, security developments in those other regions affect the Asia-Pacific region.

Such a trend has been further strengthened in these countries’ recent cooperation and mutual support in their fight against Covid-19 pandemic. While China, Japan, and South Korea are geographically and culturally contiguous and hence may share some characteristics in their risk management principles and practices, there may also be many significant differences due to their different socioeconomic and political systems. The commonalities and variances in East Asia risk management systems are also reflected by their recent responses to the Covid-19 challenges. While all three countries demonstrated overall success in controlling the epidemic, the measures taken by them were different. This research will be of interest to policymakers, scholars and economists.

In particular, the Sendai Framework for Disaster Risk Reduction adopted at the UN World Conference at Sendai, Japan, in 2015 declared the slogan "Build Back Better (BBB)." In this book, the BBB is considered an essential common criterion for evaluating recovery status, but BBB variations in each individual country's context are pursued. In contrast to a governmental approach to recovery evaluation focusing mainly on physical structures and macro indicators, this volume focuses more on the affected societies, communities, economies, and especially victims' livelihoods. The authors are academics from diverse fields, including governance, law, economics, and engineering, so that the book is truly interdisciplinary.
