Book excerpt: A Central America Free Trade Area (CAFTA) has been under negotiation since January 2003. A World Bank report, Opportunities and Challenges for the Agricultural and Agroindustrial Sectors of Central America from a Free Trade Agreement with the United States of America, examines how a FTA between the US and CA countries might affect the agricultural and agroindustrial sectors of Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua. Two main questions are addressed: (i) how to guarantee better US market access for CA's agricultural and agro-industrial exports, and (ii) how to promote greater openness to imports from the US of food products that are "sensitive" in each CAdomestic market. The authors analyze the structure of agricultural and agro-industrial exports and patterns of revealed comparative advantages in Central America (CA), and tariff and non-tariff barriers (NTBs) these exports face in the US. The report suggests that the CAFTA negotiations consider (i) lessons from Mexico's entry into NAFTA, (ii) existing protectionism in the US, and (iii) specific features of each CA country. It recommends domestic policy reforms to improve the competitiveness of CA producers of sensitive and new export goods.

Available in PDF, EPUB and Kindle. Book excerpt: This report provides a preliminary assessment of DR-CAFTA (the , with particular attention to three key themes: (1) expected trade and non-trade benefits, (2) actions that Central American countries need to pursue to capitalize optimally on the new opportunities, and (3) identification of the population groups that may require assistance to adapt to a more competitive environment. The report focuses on the developing countries of Central America, namely Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua. The analysis presented in the report shows that the vast majority of the population in Central America is likely to experience welfare gains from implementation of DR-CAFTA, even in the short run. At the same time, the removal of trade barriers in sensitive agricultural crops could adversely affect a small share of the population living in rural areas in Central America. Although provisions in DR-CAFTA will allow for long timetables in reducing tariffs for the most sensitive products, appropriate support programs may need to be designed. In addition, selective investments in education, rural infrastructure, rural finance, and technical assistance will be required to ensure that the rural poor have the means to take full advantage of the new opportunities arising out of DR-CAFTA. Chapter 1 of the report reviews the main findings of the chapters in the order in which they appear. Chapter 2 places DR-CAFTA in the historical context of the economic reforms that Central American countries have been undertaking since the late 1980s. Chapter 3 provides a summary overview of the recently negotiated DR-CAFTA, with special attention on the extent to which the agreement's provisions would significantly change market access for Central American goods and services, and also on how far they could be expected to consolidate prior reforms. Chapter 4 reviews various analyses that assess the potential impacts of DR-CAFTA on the developing countries of Central America. Chapter 5 focuses on the identification and quantification of potentially affected populations from the easing of trade restrictions in sensitive agricultural products, and analyzes policy options to assist vulnerable groups. Chapter 6 reviews evidence related to key macroeconomic implications of DR-CAFTA, namely the potential revenue losses that might be produced by the removal of import taxes and the treaty's potential effect on the patterns of business-cycle synchronization. Chapter 7 reviews evide...

Book Contesting Trade in Central America

Download or read book Contesting Trade in Central America written by Rose J. Spalding and published by University of Texas Press. This book was released on 2014-04-01 with total page 351 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2004, the United States, five Central American countries, and the Dominican Republic signed the Central American Free Trade Agreement (CAFTA), signaling the region's commitment to a neoliberal economic model. For many, however, neoliberalism had lost its luster as the new century dawned, and resistance movements began to gather force. Contesting Trade in Central America is the first book-length study of the debate over CAFTA, tracing the agreement's drafting, its passage, and its aftermath across Central America. Rose J. Spalding draws on nearly two hundred interviews with representatives from government, business, civil society, and social movements to analyze the relationship between the advance of free market reform in Central America and the parallel rise of resistance movements. She views this dynamic through the lens of Karl Polanyi's "double movement" theory, which posits that significant shifts toward market economics will trigger oppositional, self-protective social countermovements. Examining the negotiations, political dynamics, and agents involved in the passage of CAFTA in Costa Rica, El Salvador, and Nicaragua, Spalding argues that CAFTA served as a high-profile symbol against which Central American oppositions could rally. Ultimately, she writes, post-neoliberal reform "involves not just the design of appropriate policy mixes and sequences, but also the hard work of building sustainable and inclusive political coalitions, ones that prioritize the quality of social bonds over raw economic freedom."

Book Trade Liberalization in Services and Developing Countries

Download or read book Trade Liberalization in Services and Developing Countries written by Benjamin Hauck and published by VDM Publishing. This book was released on 2007 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Central American Free Trade Agreement (CAFTA) between the USA and Central America has been one of the most discussed trading issues of this region for quite some time. In this study Benjamin Hauck analyzes the service dimension of CAFTA and examines the challenges and opportunities which it entails on El Salvador, Guatemala and Honduras. CAFTA's principal merits are seen to be the establishment of a binding legal framework which serves as a lock-in-mechanism of previous reforms and the initiation of a broad public discussion about the competitiveness of the region. In the author ́s opinion the range of promising service exports to the US is severely restricted by the insufficient qualification of the region's workforce which often lacks the required professional expertise and English skills. In the financial sector CAFTA consolidates prior liberalization and necessitates further strengthening of the regulatory and supervisory authorities of the financial system. The study is addressed to decision-makers in development assistance in the region and to any reader who is interested in getting an overview of development-related aspects of trade liberalization in services in general.

Book excerpt: Since taking office in January 2001, President Bush has supported trade liberalization through negotiations on multiple fronts: globally, regionally, and bilaterally. During this period, Congress has approved five free trade agreements (FTAs) that the Bush Administration has negotiated and signed. The FTAs are designed to promote broad economic and political objectives, both domestic and foreign. However, the debate in Congress over the last FTA approved -- the Central American Free Trade Agreement (CAFTA) -- was contentious, sparking concerns about how Congress might consider future trade liberalizing agreements. This report analyses some of the challenges that became apparent in the aftermath of a divisive trade debate and how they could affect consideration of future trade agreements. This report will not be updated.
