Book excerpt: Research Paper (postgraduate) from the year 2018 in the subject Business economics - Business Management, Corporate Governance, Midlands State University, course: DEGREE OF MASTERS OF COMMERCE IN STRATEGIC MANAGEMENT AND CORPORATE GOVERNANCE, language: English, abstract: The focus of this research was to identify the challenges hindering the implementation of the Performance Management System in Ministry of Urban and Rural Development. This study adopted a 'mixed method approach', which utilises quantitative data supported by qualitative data. The target population of this study included Top management level (Director, Deputy Director), Middle Supervisory level (Supervisor/ Chief) and staff members at a non- supervisory level. Stratified sampling was used to divide the population in to 3 stratums. The study further used purposive sampling to draw a sample of 52 employees from the population of 272 staff members while the qualitative interviews involved 4 participants. Quantitative data was analysed using descriptive analysis run on SPSS. Results indicated that the PMS challenges that the Ministry of Urban and Rural Development is facing are as a result of lack of goal-setting, poor alignment of personal objectives with organisational goals, lack of communication and strong leadership, lack of trainings and personal development, lack monitoring, reviews and performance feedback, lack of change management initiatives and no reward for exceptional performance. Based on the findings, the researcher recommends that there should be improvement in communication, construction of employee's awareness; top performers should be rewarded; realistic and achievable goals must be set for employees; employees should be involved in settings of their performance targets and lastly the institution should allocate sufficient budget. Finally it is recommended that further research must be conducted in the rest of OMAs in order to validate findings of this study.

Book excerpt: In 1996, the Ethiopian government introduced the Civil Service Reform Program (CSRP) to disentangle the intricacies of the old bureaucratic system, and to build a fair, responsible, efficient, ethical and transparent civil service that accelerates and sustains the economic development of the country. However, lack of competent personnel, prevalence of attitudinal problems and absence of a strong institutional framework constrained the success of the reform. To reinvigorate the CSRP, the Ethiopian government has been implementing BPR in public organizations since 2004. In this regard, there are claims and counter-claims on the effectiveness of BPR implementation in improving the performance of public organizations. Motivated by such claims, this research has assessed the design, challenges, implementation and outcome of BPR in four public organizations using questionnaires, interviews, observations and review of secondary sources.

In fact, a person's sexuality covers a particularly conflictive field, as it focuses on aspects defined as basic, constructed according to sociocultural concepts, and, therefore, modifiable. Therefore, health promotion understood as a proposal for empowering individuals, families, and communities about their perception of their life and health within their cultural, ethnic, religious, and care context, and influenced by their state of health, becomes important. To this end, we propose the adoption of transdisciplinary approaches that prioritize relational analysis studies in the context of health scenarios for the development of public policies framed in the culture of care, its evolution, economy, and management, highlighting the gender perspective.

Hence, the performance of public sector organizations basically depends, largely on their leadership. However, the performance of public sector organizations of Addis Ababa City Government highlighted sorts of implementation deficiencies in leading organizational performance. Accordingly, the general objective of this study was to assess challenges of leadership in leading organizational performance in Addis Ababa City Government with 4 specific objectives; those were to identify leadership challenges in leading organizational performance; to describe leadership mindset in leading performance; to assess attitudes of employees towards managing performances and assess to what extent leadership is effective in implementing good governance principles so as to enhance organizational performance. The study employed an explanatory research design with a composite of qualitative and quantitative approaches. Employees and process owners from Micro & Small Enterprise, Education, Health, Construction and Trade bureaus were selected through simple random sampling technique, while bureau heads were selected through availability sampling techniques. The data were gathered through questionnaire, interview and focus group discussion. Then, 142 sample population were selected as a sample; 136 of them were found to be valid for the analysis, as well 5 bureau heads were incorporated in the interview. Also 10 individuals of FGD were employed with process owners of the selected bureaus of the city government. Mann-Whitney U test was used to compare ordinal data across groups (leaders and employees).

Chapter I, "Education and Rural Development: Setting the Framework" (David Atchoarena and Charlotte Sedel), provides a contextual and theoretical introduction to the new rural development and poverty reduction thinking, as well as a discussion on the contribution of education to rural development. In Chapter II, "Basic Education in Rural Areas: Status, Issues and Prospects" (Michael Lakin with Lavinia Gasperini), the book reviews in depth the provision of basic education in rural areas and offers some policy directions for improvement. Further exploring a particular dimension of basic education, Chapter III, "Making Learning Relevant: Principles and Evidence from Recent Experiences" (Peter Taylor, Daniel Desmond, James Grieshop and Aarti Subramaniam), devotes specific attention to strategies linking the formal school teaching with students' life environment, including agriculture, and to garden-based learning.
