The growth impetus still playing a key role in these economies, it becomes imperative that the countries effectively address the key sustainability concerns, e.g. air and water pollution, land degradation, loss of biodiversity, climate change issues like CO2 emissions etc. But how prepared is the governance mechanism of these countries, covering not only the legislative and administrative framework but also involvement of the judiciary, presence of spirited civil society and active engagement of stakeholders in policy-framing dialogues, to rise up to these challenges? The book seeks an answer to this question through the environmental governance mechanism and natural resource conservation policies in three vibrant regions within Asia. A holistic development dimension of sustainable development path emerges, through discussion of policies adopted by developed (Japan, South Korea), upper-middle (China, Malaysia), developing (India, Indonesia, Philippines, Sri Lanka, Thailand) and least developed countries (Bangladesh, Myanmar, Nepal).

Although the region’s fragile environmental state has increasingly preoccupied policymakers in individual countries, there is currently insufficient attention paid to coordinating collaborative action to recognise and address problems relating to its environmental sustainability and climatic change. In the absence of a positive agenda for tackling these issues, recurrent environmental setbacks and rapid depletion of the region’s natural resources continue to pose a major threat to the long-term economic, political, and social stability of the region. Despite the urgency of these challenges, there is little research dedicated to studying MENA’s environmental sustainability. Environmental Challenges in the MENA Region: The Long Road from Conflict to Cooperation draws from the proceedings of a seminal international conference on the subject at SOAS in October 2016, which was held as a celebration of the SOAS Centenary. This led to a collective contribution by experts and policy-makers concerned with the state of the MENA region’s environmental predicament with the aim of addressing these problems in a constructive and forward-looking approach. The chapters in this book are predicated upon two critical premises. First, expertise and awareness from a wide range of disciplines is required to understand and address environmental challenges. And, second, to have a real chance of success, MENA countries need to confront these problems as their common threats and to see them as an opportunity for regional cooperation and policy coordination. This book provides the results of an interdisciplinary effort to address the various dimensions of the region’s environmental challenges from across the region and disciplines.

This study focuses on five countries of Southeast Asia that collectively account for 90% of regional GHG emissions in recent years---Indonesia, Malaysia, the Philippines, Thailand, and Viet Nam. It applies two global dynamic economy–energy–environment models under an array of scenarios that reflect potential regimes for regulating global GHG emissions through 2050. The modeling identifies the potential economic costs of climate inaction for the region, how the countries can most efficiently achieve GHG emission mitigation, and the consequences of mitigation, both in terms of benefits and costs. Drawing on the modeling results, the study analyzes climate-related policies and identifies how further action can be taken to ensure low-carbon growth.

It confirms that the region is highly vulnerable to climate change and demonstrates that a wide range of adaptation measures are already being applied. The report also shows that the region has a great potential to contribute to greenhouse gas emission reduction, and that the costs to the region and globally of taking no early action against climate change could be very high. The basic policy message is that efforts must be made to apply all feasible and economically viable adaptation and mitigation measures as key elements of a sustainable development strategy for Southeast Asia. It also argues that the current global economic crisis offers Southeast Asia an opportunity to start a transition towards a climate-resilient and low-carbon economy by introducing green stimulus programs that can simultaneously shore up economies, create jobs, reduce poverty, lower carbon emissions, and prepare for the worst effects of climate change.
