Pakistan's Frontier Region has been at the forefront of the War on Terror since 2001. The Federally Administered Tribal Agencies (now known as merged Tribal Districts) are a critical geostrategic area for Pakistan. This work highlights key economic, political, and religious issues in the FATA-KP region in order to identify means to eradicate ongoing conflicts and integrate the region within mainstream Pakistani society. This project proposes a series of phased economic development reforms that can guide FATA's transition as an integrated territory within the rest of Pakistan. These reforms can and should encourage dimensions of indigenous economic practices, women's empowerment, the education system, food security, subsistence agriculture, and transportation and communication infrastructure where possible. These improvements can be implemented in 10+ year plans designed to organize a committed effort to develop and integrate FATA with the rest of Pakistan.

Book excerpt: Few dimensions of dealing with Pakistan are the source of as much frustration as the tribal areas bordering Afghanistan, the subject of this Council Special Report commissioned by the Center for Preventive Action. Daniel Markey analyzes the unique challenges of this region, which has long been largely outside Pakistani government control. He argues that the United States must work with Islamabad to confront security threats and improve governance and economic opportunity in the Federally Administered Tribal Areas (FATA), something that could reduce militancy. The report lays out a cooperative, incentives-based strategy for the United States that would aim to increase the capacity of the Pakistani government and its security institutions, foster political and economic reform, and build confidence in the bilateral relationship. At the same time, the report outlines alternatives to be considered should this positive approach fail to advance U.S. interests. These alternatives, be they coercive sanctions to induce Pakistan to act or unilateral U.S. action against security threats, could bring some short-term progress in dealing with significant threats -- but at the cost of bringing about a more hostile Pakistan that would cease to be a partner of any sort.

Book excerpt: The troubled state of affairs in the Federally Administered Tribal Areas (FATA) of Pakistan portends serious repercussions and grave consequences, destined to affect education particularly higher education in the entire tribal belt. Ironically, no extensive study has been conducted, to investigate those dimensions of FATA higher education which have been adversely affected in the aftermath of 9/11. This exploratory study examines those areas which have been badly affected as a result of current turmoil. In fact, the higher education in FATA has its own peculiar dynamics. Inherently, the entire tribal region has very few well-maintained and properly equipped colleges. Lack of adequate educational facilities, multiplied poor security environment has aggravated the entire situation. Law and order situation in the region has undermined the already dilapidated monitoring mechanism of education department. This state of affairs provides breeding ground for extremist propensities and radical tendencies. In reality, very little attention has been devoted to reform the education system in tribal areas. The whole set up needs to be rehabilitated by taking recourse due to the proactive role of international community. The paper concludes with recommendations for policy makers besides offering new avenues for further research. (Contains 2 tables.).

This paper briefly discusses the historical background and provides a short overview of the administrative, judicial, political and socio-economic aspects of the FATA. In assessing the underlying causes of the FATA problem, this paper suggests a significant change to the FATA status quo as an essential and effective measure. To understand the FATA conundrum, case studies of handling Pashtuns residing in the region of the NWF by British, Soviets and later by Pakistan have been done. It has provided a better understanding and apt analysis of the current situation. The paper also addresses the concerns of Pakistan on the involvement of foreign hand in destabilizing the situation inside the FATA and other parts of Pakistan. As the credibility of such like information is always difficult to ascertain; therefore, occasional release of related news in the media and comments of senior Pakistani officials and journalist have been used as base facts for drawing relevant conclusion. The world at large and Pakistanis in particular have to unveil forces working behind the scenes in the FATA. In addition, an effective reform package with a potent media campaign is required to go in to the FATA, thereby not only making the locals aware of the sensitivity of the problem of extremism coupled with terrorism in their society but to make the reminder of Pakistanis also realize that the FATA requires a national effort of integration which cannot be left to only one component of government i.e. Army and other LEAs.
