This research project intends to identify the challenges encountered by students with disabilities in adopting remote learning during COVID- 19 and highlights the barriers and obstacles in using and applying online learning. The objective of the literature is to assess the government-appointed response strategy during the global COVID-19 crisis and focuses on students with disabilities' educational outcomes. The literature will also emphasize the effects it had on parents, families, and educators since the COVID-19 pandemic and the forced school closures revealed the shortcomings in present special education systems and the dependability and accessibility of needed services. The COVID-19 pandemic is ongoing, and the time between now and the end of the pandemic can be used to identify problems and develop policies to support students after the pandemic and its residual adverse effects.

The study is based on findings from the library sources and observations are that children with disabilities missed all benefits associated with being in schools such as lack of understanding friends and teachers, regular meals, and emotional stability due to structured school routines. Most children with disabilities perceive school as their second home as they stay there for most of the year. During the pandemic, it was observed that children with disabilities missed assistance of school friends and services of interpreters, transcribers and readers. In addition, children with disabilities did not benefit from online teaching and learning due to their various forms of disability and diverse needs. There was also no prior preparation before the school closure to train teachers and other staff on how to continue teaching or training children with special needs. To date, there are still challenges facing the regular education systems such as lack of internet connectivity in most areas of the country, inadequate training of teachers, lack of bundles and gadgets necessary to facilitate learning.

The purpose of this qualitative study was to explore the process which system leaders and special education teachers have experienced during the COVID-19 pandemic in implementing technology to teach students with disabilities using a remote learning model. Furthermore, this research targeted school leaders and special education teachers who support students with disabilities in educational institutions across the north-eastern region of the United States. Understanding the lived experiences of school leaders and special education teachers while using a remote learning model to educate students with disabilities will inform educational leaders and policymakers on how to best support schools with implementing a remote learning model that addresses the needs of staff, students, and families supporting students with disabilities.
