Book excerpt: Despite some pre-pandemic gains in poverty reduction, literacy, and lifespans, many economies in the Middle East and North Africa (MENA) have struggled to ensure that the benefits of economic development and diversification accrue equitably to all segments of their populations. Among the main issues that remain unresolved are the high share of inactive youth (who are not engaged in employment, education, or training); large gaps in economic opportunities for women; fragmented social protection systems; and underdeveloped private sectors with tight regulation, absence of a level playing field, and limited access to credit that stifle the creation of new firms and growth, employment, and incomes. The COVID-19 pandemic not only risks wiping out some of the progress made in the region over the past decades, but could also exacerbate inequality in a durable way. There is evidence that the impact of the pandemic has been uneven across groups, with the recession having a disproportionate effect on the low-skilled, the young, women, and migrant workers in employment and incomes. With widespread inequality, high unemployment, and the expected entry of 27 million young people into the labor force over the next 10 years, countries across the MENA region need to evolve their economic models to boost job creation and make sure that the benefits of economic development are shared more widely among all their citizens. This book’s objective is to reassess the inclusive growth agenda in the MENA region in light of the rapidly changing pandemic-influenced world. It argues that countries need to embrace global trade and technological advances and evolving demographics at home as an opportunity to successfully implement policies that foster higher and more inclusive growth. It underscores that a return to the old social contract is neither desirable nor feasible. The book presents a comprehensive view of policies suited to the regional context that would boost job-rich and inclusive growth within a resilient macroeconomic policy framework. Its goal is to provide guidance to policymakers in the region to frame how best to promote inclusive growth, including in their engagement with all stakeholders.

Book excerpt: Since the early 1990s, countries in the Middle East and North Africa (MENA) Region have made admirable progress in reducing the gap between girls and boys in areas such as access to education and health care. Indeed, almost all young girls in the Region attend school, and more women than men are enrolled in university. Over the past two decades, maternal mortality declined 60 percent, the largest decrease in the world. Women in MENA are more educated than ever before. It is not only in the protest squares that have seen women whose aspirations are changing rapidly but increasingly unmet. The worldwide average for the participation of women in the workforce is approximately 50 percent. In MENA, their participation is half that at 25 percent. Facing popular pressure to be more open and inclusive, some governments in the region are considering and implementing electoral and constitutional reforms to deepen democracy. These reforms present an opportunity to enhance economic, social, and political inclusion for all, including women, who make up half the population. However, the outlook remains uncertain. Finally, there are limited private sector and entrepreneurial prospects not only for jobs but also for those women who aspire to create and run a business. These constraints present multiple challenges for reform. Each country in MENA will, of course, confront these constraints in different contexts. However, inherent in many of these challenges are rich opportunities as reforms unleash new economic actors. For the private sector, the challenge is to create more jobs for young women and men. The World Bank has been pursuing an exciting pilot program in Jordan to assist young women graduates in preparing to face the work environment.

Yet rapidly changing socioeconomic, political, and environmental conditions make water security a different, and more urgent, challenge than ever before. This report shows that achieving water security means much more than coping with water scarcity. It means managing water resources in a sustainable, efficient, and equitable way. It also involves delivering water services reliably and affordably, to reinforce relationships between service providers and water users and contribute to a renewed social contract. Water security also entails mitigating water-related risks such as floods and droughts. Water security is an urgent target, but it is also a target within reach. A host of potential solutions to the region’s water management challenges exist. To make these solutions work, clear incentives are needed to change the way water is managed, conserved, and allocated. To make these solutions work, countries in the region will also need to better engage water users, civil society, and youth. The failure of policies to address water challenges can have severe impacts on people’s well-being and political stability. The strategic question for the region is whether countries will act with foresight and resolve to strengthen water security, or whether they will wait to react to the inevitable disruptions of water crises.

Book excerpt: Given the labor market challenges that countries in the Middle East and North Africa (MENA) region are facing (notably high unemployment, prevalence of skills mismatches, low labor market mobility, and lack of formal employment networks), employment services could be a relevant policy instrument to assist unemployed individuals to find jobs. Despite high and increasing unemployment rates, employers in the region are facing difficulties to find workers whose competences and skills fit their employment needs. The study first surveys international best practices for the delivery of employment services and then reviews the provision of these services in a selected group of countries in the MENA region, with a focus on public provision through existing public employment agencies. Findings indicate public agencies in the region face many challenges for the effective delivery of employment programs, namely poor administrative capacity,system fragmentation, lack of governance and accountability, regulation bottlenecks, and flaws in program design. In order to help unemployed workers to obtain the competences required by available jobs, this study proposes a reform agenda based on the development of strong partnerships between public agencies, public providers, and employers for the design and implementation of flexible employment programs that respond to real employment needs. These partnershipss will need to be developed with strong governance mechanisms that make beneficiaries, private providers, and firms accountable for making sure that investments in employment programs lead to employment insertion. The book is directed to policy makers, practitioners, economists, and anyone interested in international best practices to promote a more effective delivery of employment services.

These accomplishments are particularly noteworthy in that the Region maintained a steady mortality decline despite of the periods of stagnation in economic growth that have affected different parts of the Region over this period. They reflect the benefits of past investments in basic health services and the beneficiary effects of the broader social and economic development, such as improved access to safe drinking water and hygiene as well as the higher educational attainment of girls - all of which are known to have a positive impact on child and maternal health. These past achievements form an important basis for addressing future challenges. At the same time, the benefits of economic development are bringing new risks and health issues that will require substantial realignment of the existing policies and programs. Middle East and North Africa region has one of the youngest populations in the world; this provides a window of demographic opportunity to prepare the next generation of children and youth for a healthy and productive adulthood, and avoid the unnecessary suffering and heavy cost of modern diseases. The healthcare system will also need to be prepared to provide adequate financial protection and quality healthcare as the ageing population will require increasing support to avoid premature deaths and minimize the suffering from disabilities associated with chronic diseases and injuries.
