Manufacturing has not brought much new employment, and most of the recent rise in manufacturing employment has been in the informal sector, where workers are not covered by social security arrangements.Productivity of the manufacturing sector is low, partly because the relatively small size of manufacturing firms makes it difficult to exploit economies of scale. Despite abundant, low-skilled and relatively cheap labour, Indian manufacturing is surprisingly capital and skill intensive. Furthermore, firms have little incentive to grow, since by staying small they can avoid taxes and complex labour regulations. Land acquisition is slow, companies face frequent power outages and transport infrastructure is below par. This is especially harmful as manufacturing is highly reliant on well-functioning infrastructure.Stronger manufacturing would increase productivity and make growth more inclusive, while contributing to improved current account balance. In particular, India should aim for more formal jobs, as these tend to be the most secure and of highest productivity.

Book excerpt: This book looks at the debates on global value chains (GVCs) and free trade agreements (FTAs) as springboards for industrial development in developing countries, especially India. It connects the outcomes in GVC-led industrial restructuring and upgrading to industrial policy choices in trade and FDI liberalisation, in particular those through FTAs. With the share of manufacturing in GDP stagnant at around 15–16% since the 1980s, India’s policymakers have pinned their hopes on greater integration into GVCs to revitalise the manufacturing sector. The multiple FTAs the country has signed over the last few years, specifically the ones with the Association of Southeast Asian Nations (ASEAN), South Korea, Malaysia and Japan have been sought to be rationalised using the same argument. The book argues that failing to factor in the industrial policy causalities involved in sustainable indigenous technology development, structural barriers to the entry into GVCs, the assessments of the available evidence on the adverse impact of trade and FDI liberalisation as well as existing FTAs on firm-level incentives for undertaking domestic production, and the industrial policy constraints imposed by FTAs can prove costly for the trajectories of developing country economies, including India. Book excerpt: While economic growth has historically been associated with rise in national incomes of the economies, economic development is related to the structural changes that either precede or accompany or succeed the 'rise'. The most common structural changes that have been observed and documented is a sequence of shift in occupational and production structures, essentially from agriculture to industry and then to services. The theory of development progression by Clark, Fisher, and Kuznets is along these lines. In India too sectoral changes are clearly visible. But there is an apparent deviation from the general trend: the share of agriculture and allied sectors in national income and employment have slowly and steadily declined but the absorption of the surplus/migrant labour force of the primary sector is taking place in the tertiary (service) sector. Historically, for economic take-off, manufacturing sector was relied upon. But for a labour- surplus economy the pace and solace was soon found in the services sector - trading, transportation and communication, financial, real estate and business services, community, social and personal services. In alignment with the global trends, Indian service sector has witnessed a major boom and is one of the major contributors to both employment and national income in recent times: (more than 55% share in GDP and 10% annual growth). Post-liberalisation, our economy has moved from agriculture-based economy to a knowledge-based thanks to the IT industry and ITES industry in the service sector. Media and entertainment have also seen tremendous growth in the past few years. Despite the visible dynamism of the invisibles, the sector has problems of disorganisation. It faces challenges of 'balance' vis-à-vis industry and agriculture and 'sustainability'.In this background, the present paper - based on secondary data - focuses on the growth and problems of India's service sector. It examines the major policy issues like domestic policy issues, domestic regulations and market access issues. A modest attempt is also made to find out the prospects/potential for growth in this sector, and the areas to be explored for further academic analysis.

Book excerpt: MSME sector is one of the most neglected sectors with respect to public policy but has immense potential. It is because MSMEs are the backbone of any industrial economy. Across the world, most transformations have happened on the back of robust industrial sector, and MSMEs have played a critical role in these transformations. In India, the manufacturing sector has been lagged behind and the government has envisaged an ambitious 'Make in India' program to give the sector a boost. The 'Make in India' program cannot do well without the MSME sector overall doing well because the sector, at present, provides employment roughly to one in 15 people in India and is responsible for roughly 45 per cent of India's exports. Despite all this, the sector remains highly troubled. It is because there are several unique problems that the sector faces in India. Most of these emanate from the fact that roughly 95 percent of enterprises in the sector are still unregistered. It means these enterprises are outside the ambit of formal schemes and programs of the government. Several initiatives within the 'Make In India' campaign might do a heavy favor to these unregistered-unorganized MSMEs. But most MSME is unaware of the opportunity available to them rather are incompetent still to fetch the right collaboration. There are several problems that need to be addressed to make the 'Make In India' initiative success. The paper analyses few stated issues with regard to the MSMEs in the State of Kerala addressed using simple case studies developed from the ground.

Besides glorification of traditional crafts and self-employment, caste-industry nexus, and above all policy bias in favour of agriculture as against industry and large and medium capital-intensive industries as against small village and cottage industries also worked as strong impediments to the development of rural crafts. Drawing from the nationwide experiences, this book examines the problems of the growth and modernisation of rural industries from socio-economic perspectives and probes into the organisational and technology system underlying their production structure with all its implications an ramifications.
