Youth and Jobs in Rural Africa: Beyond Stylized Facts uses survey data to build a nuanced understanding of the constraints and opportunities facing rural youth in Africa. Addressing the questions of Africa's rural youth is currently hampered by major gaps in our knowledge and stylized facts from cross-country trends or studies that do not focus on the core issues. Youth and Jobs in Rural Africa takes a different approach, drawing on household and firm surveys from selected African countries with an explicit focus on rural youth. It argues that a balance between alarm and optimism is warranted, and that Africa's "youth bulge" is not an unprecedented challenge. Book excerpt: Nigeria’s rural youth are facing various challenges in agriculture, with limited job opportunities outside the sector. Using qualitative focus group discussions and individual interviews with youth in four communities in two Nigerian states, the paper reflects on nuanced differences in perceptions of opportunities, coping mechanisms and overall resilience of youth in rural Nigeria, as well as differential access to information, inputs and irrigation based on age, gender and community. We apply the GCAN framework, to illustrate the factors that shape resilience pathways in the context of climate change and other shocks and stressors. Many of the constraints rural youth face are faced by other groups, including lack of finance, farm inputs and modern equipment for production and processing. Yet, youth face higher and specific hurdles related to lack of capital, experience and a strong social capital and networks that would facilitate coping with climatic and other shocks and improving their livelihoods. Young women in particular have less access to information and irrigation, and are less likely to benefit from cooperative memberships. Nevertheless, young men and women have higher resilience compared to older groups in terms of health, mobility and ability to migrate, as well as easier access to the internet as a source of information. Youth can better build resilience and a network and receive government assistance when part of a cooperative. Nevertheless, a larger enabling environment in the sector is needed, to improve roads, access to markets, information, inputs and equipment to support young farmers who cannot leave the agriculture sector. A promising factor is that many young men and women realize the importance of agriculture and aspire to become successful in the sector.

This, in turn, requires smart policy responses that will help young investors overcome the numerous barriers they face – access to finance, land, information and technical services, to name but the most crucial ones.Since 2017, FAO has provided support to African and South-East Asian countries in identifying key challenges for young agri-entrepreneurs and good practices through participatory capacity analyses and strategic planning processes which were carried out with, and for the youth. This report summarizes the main findings and lessons learned from FAO’s work with eleven African countries – Côte d’Ivoire, Guinea Conakry, Malawi, Mali, Mauritania, Mozambique, Namibia, Senegal, South Africa, Tunisia and Uganda. It identifies key challenges and policy recommendations regarding youth’s access to finance; land; technical services and information; as well as the engagement of youth in policy-making processes. The report also contains a set of five overall key policy recommendations for the empowerment of young agri-entrepreneurs.

This is particularly the case in Africa where many rural children must work to survive and where, the contributors argue, much of the work undertaken is not harmful. The conceptual and case-based chapters reframe the debate about children's work and harm in rural Africa with the aim of shifting research, public discourse and policy so that they better serve the interest of rural children and their families.

Book excerpt: With the global population expected to reach 9.1 billion people by the year 2050, with 1.3 billion being youths, ages 15-24, it must be we must ask who and how we will feed our growing population (The World Bank, 2013)? As this question looms for many countries, their agricultural workforce is dwindling as the aging population retires, and the younger generations lack the desire to seek agricultural degrees and jobs. In addition to dwindling skilled agricultural workers, enrollment in agricultural colleges is low and there has been a mass exodus of youth from rural areas (Scott & Lavergne, 2004; Smith & Baggett, 2012; FAO, 2012). Sub Saharan Africa is a region faced with many youth employment and agricultural challenges while also experiencing economic growth from those same industries. Youth in South Africa face an additional challenge in finding jobs, where unemployment rates for youth are well above the global average. The South African unemployment rate for youth, ages 15-24, in 2014 was 52.6 percent (The World Bank, 2016). To help address the unemployment, outmigration, and educational needs of youth, several agriculturally focused, youth-based programs have been developed that focus on youth exposure to agricultural related fields and skills training (The World Bank, 2016). There are many factors that influence an individuals decision to seek agricultural related higher education and enter the agricultural career field. Research indicates that family, education, background, race, and economics directly influence an individual's desire, ability and drive to enter the agricultural sector (The World Bank, 2016). Parental figures have a profound influence, financially, emotionally and mentally, over the careers and education that their children pursue (Whiston & Keller, 2004). This study uses a qualitative approach, in-depth interviews, to provide further information on the complex interplay between youth and parental figures, especially regarding career and higher education decisions. Findings reveal and indicate that agriculturally involved youth in Western Cape, South Africa were influenced, inspired and encouraged by a plethora of individuals: family, mentors, friends, teachers, professors, and industry professionals. The youth also spoke about varying levels of support from these individuals and community, in the forms of financial, emotional, and informational support. All of these various components helped youth see value in the agricultural sciences and ultimately decide to pursue it as an education and career choice. The research findings will be used to make recommendations that place a value and priority on family driven efforts that engage youths involved in agriculture, and to help create a positive view of agriculture as a valued livelihood. In order to meet the demand for skilled and educated agricultural workers, we must encourage and inspire youth to engage within agricultural related sciences.

The rapidly changing demographic structure across the continent is expected to have important economic and social consequences, especially for employment. So far, despite sustained economic growth, African countries have not been successful in absorbing the fast-growing labor force, especially in the context of labor markets characterized by high levels of informality, underemployment and working poverty. As a consequence of life-cycle effects, relative to the measure of accumulated life experience; and generational effects, relative to the measure of the conditions prevailing during an individual's formative years, young people are exposed to several constraints in the labor market, including access to resources such as skills and innovation, finance and land. These challenges call for a comprehensive policy framework with complementary supply-side and demand-side interventions. Interventions that target girls and women can have particularly strong effects on their labor market outcomes. Food systems are increasingly recognized as potential catalyst for employment creation, given their future prospects and labor-intensive nature. Farming and self-employment in the agri-food sector are the dominant categories of youth employment in rural areas of Africa, and the latter is growing especially fast, even though it remains much lower than farming in absolute terms. Despite common perceptions, food system jobs play a significant role in youth's aspirations. Close to 25% of young Africans want to work in the food and agriculture sector, and the share is higher in some countries, close to 40% in Kenya, Liberia, Malawi and Tanzania. Accordingly, the average age of African farmers is not rising - it is also much lower than previously claimed, at 34 years of age and not 60. However, youth aspirations remain conditional on several factors that can make food system jobs attractive, including technology, investment, market opportunities, and decent earnings. Policies should prioritize interventions that will raise labor productivity in food system, along with the broader labor-market interventions.

Book excerpt: Youth have always had higher unemployment rates – about twice or more than the average – as they are usually the last to be hired in an expansion and the first to be let go in a recession. In addition, young people engage in extensive job searching in their early years, and this can imply considerable job churning as both youth and employers look for a good match. This highlights the importance of facilitating the school-to-work transition and having early interventions to assist such youth before negative conditions set in. It also highlights the potential importance of determining those young people most “at risk” of long-term unemployment, and of targeting or streaming them into programmes that will yield the largest incremental net benefits given their characteristics. Unemployed youth without previous work experience often are not eligible for unemployment insurance benefits when they first enter the labour market. When they do receive job search assistance, they often face a bewildering array of programmes that are available to assist them, often with little guidance to help them select the programs that best meet their needs. Consequently, ensuring that today’s youth do not become a “lost generation” is an urgent matter. George Bernard Shaw once said that it is too bad that “youth is wasted on the young”, implying that youth do not realize the opportunities they have as youth and only see them as they get older. There is a danger, however, that many of today’s youth may be never have those opportunities and hence not even see them with hindsight. This book and others in the ADAPT Labour Studies Book-Series are intended to deal with these challenges, to make sure that youth is not wasted on the young.
