This book illustrates the critical role of engineering research in maintaining U.S. technological leadership; documents major challenges and opportunities facing the U.S. engineering research enterprise; and offers specific recommendations for leaders in federal and state government, industry, and universities to help strengthen U.S. engineering research in the face of intensifying global competition.

The primary concern is to make better decisions about economic and management issues in today’s information-flooded society. Human creative activity is in the realm of soft technology, with no physical entity to operate. Focusing on the ability of knowledge as judgment power, this definition results: “Knowledge technology is soft technology that underpins the human creative activities of converting data and information into knowledge, creating new ideas based on that knowledge and validating those ideas.” That definition includes a wide range of soft technologies developed in informatics, management studies, and systems science. The knowledge system creates ideas from data and knowledge through knowledge technologies. Based on the proposition that knowledge emerges by the interaction between explicit and tacit knowledge, another definition is possible: “The knowledge system is a system that promotes interaction between codified and personalized knowledge and creates ideas for solving a specific problem.” Codified knowledge includes data and information, while personalized knowledge is empirical knowledge or wisdom that is difficult to put into words. Building a knowledge system requires mathematical or intelligent knowledge technology and participatory knowledge technology to create or manage codified knowledge and personalized knowledge. For example, a company builds cross-sectional knowledge systems by gathering human resources from various departments, according to the purpose, as in new product development or sales promotion. Chapter 1 defines knowledge technology and the knowledge system and organizes the challenges in their development, while Chapters 2 through 9 introduce mathematical or intelligent knowledge technologies by researchers at the forefront of knowledge technology development.

Book excerpt: Scientific and technical knowledge and guidance influences not just policy related to science and technology, but also many of today's public policies as policymakers seek knowledge to enhance the quality of their decisions. Science and technology policy is concerned with the allocation of resources for and encouragement of scientific and engineering research and development, the use of scientific and technical knowledge to enhance the nation's response to societal challenges, and the education of Americans in science, technology, engineering, and mathematics. Science and engineering research and innovations are intricately linked to societal needs and the nation's economy in areas such as transportation, communication, agriculture, education, environment, health, defence, and jobs. As a result, policymakers are interested in almost every aspect of science and technology policy. The three branches of government; executive, congressional, and judiciary; depending on each branch's responsibility, use science and technology knowledge and guidance to frame policy issues, craft legislation, and govern. The science and engineering community, however, is not represented by one individual or organisation. On matters of scientific and technical knowledge and guidance, its opinions are consensus-based with groups of scientists and engineers coming together from different perspectives to debate an issue based on the available empirical evidence. In the end, consensus is achieved if there is widespread agreement on the evidence and its implications, which is conveyed to policymakers. Policymakers then determine, based on this knowledge and other factors, whether or not to take action and what actions to take. If there are major disagreements within large portions of the community, however, consensus is not yet achieved, and taking policy actions in response to a concern can be challenging. Several organisations, when requested by the federal government or Congress, provide formal science and technology policy advice: federal advisory committees, congressionally chartered honorific organisations, and federally funded research and development corporations. In addition, many other organisations and individuals -- international intergovernmental organisations, policy institutes/think tanks, the public, professional organisations, disciplinary societies, universities and colleges, advocacy, special interest, industry, trade associations, and labour -- also provide their thoughts. These organisations may agree on the scientific and technical knowledge regarding an issue, but disagree on what actions to take in response, as their values on a proposed policy may differ. Policymakers may be overwhelmed with an abundance of information from these organisations. Despite these challenges, scientific and technical knowledge and guidance can provide policymakers with an opportunity to make their decisions based on the best information available, along with other factors they might take into account, such as cultural, economic, and other values, so that societal and economic benefits are enhanced and losses are mitigated.

The United States' position in the global economy is declining, in part because U.S. workers lack fundamental knowledge in these fields. To address the critical issues of U.S. competitiveness and to better prepare the workforce, A Framework for K-12 Science Education proposes a new approach to K-12 science education that will capture students' interest and provide them with the necessary foundational knowledge in the field. A Framework for K-12 Science Education outlines a broad set of expectations for students in science and engineering in grades K-12. These expectations will inform the development of new standards for K-12 science education and, subsequently, revisions to curriculum, instruction, assessment, and professional development for educators. This book identifies three dimensions that convey the core ideas and practices around which science and engineering education in these grades should be built. These three dimensions are: crosscutting concepts that unify the study of science through their common application across science and engineering; scientific and engineering practices; and disciplinary core ideas in the physical sciences, life sciences, and earth and space sciences and for engineering, technology, and the applications of science. The overarching goal is for all high school graduates to have sufficient knowledge of science and engineering to engage in public discussions on science-related issues, be careful consumers of scientific and technical information, and enter the careers of their choice. A Framework for K-12 Science Education is the first step in a process that can inform state-level decisions and achieve a research-grounded basis for improving science instruction and learning across the country. The book will guide standards developers, teachers, curriculum designers, assessment developers, state and district science administrators, and educators who teach science in informal environments.

Major sources of innovative capacity are the new knowledge and trained students generated by U.S. research universities. However, many of the complex technical and societal problems the United States faces cannot be addressed by the traditional model of individual university research groups headed by a single principal investigator. Instead, they can only be solved if researchers from multiple institutions and with diverse expertise combine their efforts. The National Science Foundation (NSF), among other federal agencies, began to explore the potential of such center-scale research programs in the 1970s and 1980s; in many ways, the NSF Engineering Research Center (ERC) program is its flagship program in this regard. The ERCs are "interdisciplinary, multi-institutional centers that join academia, industry, and government in partnership to produce transformational engineered systems and engineering graduates who are adept at innovation and primed for leadership in the global economy. Book excerpt: While nations have always competed for territory, mineral riches, water, and other physical assets, they compete most vigorously today for technology-based innovations and the value that flows from them. Much of this value is based on creating scientific knowledge and transforming it into new products and services for the market. This process of innovation is complex and interdisciplinary. Sometimes it draws on the genius of individuals, but even then it requires sustained collective effort, often underpinned by significant national investments. Capturing the value of these investments to spur domestic economic growth and employment is a challenge in a world where the outputs of innovation disseminate rapidly. Those equipped to understand, apply, and profit from new knowledge and technical advances are increasingly able to capture the long-term economic benefits of growth and employment. In response to this new, more distributed innovation paradigm, the National Academies Board on Science, Technology, and Economic Policy (STEP) convened leading academics, business leaders, and senior policymakers from Germany and the United States to examine the strengths and challenges of their innovation systems. More specifically, they met to compare their respective approaches to innovation, to learn from their counterparts about best practices and shared challenges, and to identify cooperative opportunities. The symposium was held in Berlin and organized jointly by the German Institute for Economic Research (DIW) and the U.S. National Academies with support of the German Federal Ministry for Education and Research (BMBF) and the American Embassy in Berlin. Both U.S. and German participants described common challenges on a wide variety of issues ranging from energy security and climate change to low-emissions transportation, early-stage financing, and workforce training. While recognizing their differences in approach to these challenges, participants on both sides drew out valuable lessons from each other's policies and practices. Participants were also aware of the need to adapt to a new global environment where many countries have focused new policy measures and new resources to support innovative firms and promising industries. Meeting Global Challenges: U.S.-German Innovation Policy reviews the participants meeting and sets goals and recommendations for future policy.

Book excerpt: I was asked recently to prepare an independent background report on the subject of priority assessment in science and technology policy for the Australian Science and Technology Council. The Council (while not necessarily endorsing this book) suggested that a wider audience could be interested in the type of material contained in my report and kindly gave me permission to publish the material in my own right. The present book contains this and other material, some of which was presented at a seminar on National Science Policy: Implications for Government Departments arranged by the Department of Science and the Environment. Additional ideas were developed in response to comments on the manuscript by referees, as a result of discussions with Professor John Metcalfe and Dr Peter Stubbs of Manchester University, a conversation with Dr Keith Hartley of the University of York and in the wake of a communication from Dr Ken Tucker, Assistant Director, Bureau of Industry Economics, Australia. Science and technology policy affects and concerns everyone of us if for no other reason than we cannot escape in this interdependent world from the economic, social and environmental overs pills generated by science and technology. We must face the problems and promises inherent in new and existing science and technology whether we like it or not. Not surprisingly this book finds that all industrialized countries seem to be facing similar economic and social problems.
