Book excerpt: This report provides details of the Cesium Removal Demonstration (CsRD), which was conducted at Oak Ridge National Laboratory (ORNL) on radioactive waste from the Melton Valley Storage Tanks. The CsRD was the first large-scale use of state-of-the-art sorbents being developed by private industry for the selective removal of cesium and other radionuclides from liquid wastes stored across the DOE complex. The crystalline silicotitanate sorbent used in the demonstration was chosen because of its effectiveness in laboratory tests using bench-scale columns. The demonstration showed that the cesium could be removed from the supernate and concentrated on a small-volume, solid waste form that would meet the waste acceptance criteria for the Nevada Test Site. During this project, the CsRD system processed> 115,000 L (30,000 gal) of radioactive supernate with minimal operational problems. Sluicing, drying, and remote transportation of the sorbent, which could not be done on a bench scale, were successfully demonstrated. The system was then decontaminated to the extent that it could be contact maintained with the use of localized shielding only. By utilizing a modular, transportable design and placement within existing facilities, the system can be transferred to different sites for reuse. The initial unit has now been removed from the process building and is presently being reinstalled for use in baseline operations at ORNL.

Book excerpt: Approximately 100 million gallons of radioactive waste is stored in underground storage tanks at the Hanford Site, Idaho National Engineering and Environmental Laboratory (INEEL), Oak Ridge Reservation, and Savannah River Site (SRS). Most of the radioactivity comes from 137Cs, which emits high-activity gamma radiation. The Cesium Removal System is a modular, transportable, ion-exchange system configured as a compact processing unit. Liquid tank waste flows through columns packed with solid material, called a sorbent, that selectively adsorbs cesium and allows the other materials to pass through. The sorbent is crystalline silicotitanate (CST), an engineered material with a high capacity for sorbing cesium from alkaline wastes. The Cesium Removal System was demonstrated at Oak Ridge using Melton Valley Storage Tank (MVST) waste for feed. Demonstration operations began in September 1996 and were completed during June 1997. Prior to the demonstration, a number of ion-exchange materials were evaluated at Oak Ridge with MVST waste. Also, three ion-exchange materials and three waste types were tested at Hanford. These bench-scale tests were conducted in a hot cell. Hanford's results showed that 300 times less sorbent was used by selecting Ionsiv IE-911 over organic ion-exchange resins for cesium removal. This paper gives a description of the technology and discusses its performance, applications, cost, regulatory and policy issues and lessons learned.

This report presents the results of a conceptual design study to scope the alternatives for conducting the demonstration at ORNL. Factors considered included (1) sorbent alternatives, (2) facility alternatives, (3) process alternatives, (4) process disposal alternatives, and (5) relative cost comparisons. Recommendations included (1) that design of the CRD system move forward based on information obtained to date from tests with Savannah River Resin, (2) that the CRD system be designed so it could use crystalline silicotitanates (CST) if an engineered form of CST becomes available prior to the CRD, (3) that the system be designed without the capability for resin regeneration, (4) that the LLLW solidification facility be used for the demonstration (5) that vitrification of the loaded resins from the CRD be demonstrated at the Savannah River Site, and (6) that permanent disposal of the loaded and/or vitrified resin at the Nevada Test Site be pursued.

Book excerpt: This report describes the work done in support of the development of technology for the continuous removal and concentration of radioactive cesium in supernatant from Melton Valley Storage Tanks (MVSTs) at the ORNL site. The primary objective was to test candidate absorbers and ion exchangers under continuous-flow conditions using actual supernatant from the MVSTs. An experimental system contained in a hot-cell facility was constructed to test the materials in columns or modules using the same batch of supernatant to allow comparison on an equal basis. Resorcinol/formaldehyde (RF) resin was evaluated at three flow rates with 50% breakthrough ranges of 35 to 50 column volumes (CV) and also through a series of five loading/elution/regeneration cycles. The results reported here include the cesium loading breakthrough curves, elution curves (when applicable), and operational problems and observations for each material. The comparative evaluations should provide critical data for the selection of the sorbent for the ORNL Cesium Removal Demonstration project. These results will be used to help determine the design parameters for demonstration-scale systems. Such parameters include rates of cesium removal, quantity of resin or sorbent to be used, and elution and regeneration requirements, if applicable.

Book excerpt: The Savannah River Site (SRS) is evaluating technologies for removing radioactive cesium (137Cs) from the supernate solutions stored in the high-level waste tanks at the site. Crystalline silicotitanate sorbent (IONSIV IE-911,{reg_sign} UOP LLC, Des Plaines, IL), which is very effective at removing cesium from high-salt solution, is one of three technologies currently being tested. Because of the extremely high inventory of 137Cs expected for the large columns of crystalline silicotitanate (CST) that would be used for treating the SRS supernate, any loss of flow or cooling to the columns could result in high temperatures from radiolytic heating. Also, even for normal operation, the CST would be exposed to the supernates for up to a year before being removed. Small-scale tests using simulant solutions were used to determine the long-term stability of the CST to the solutions at various temperatures. In the tests performed in this study, the cesium capacity of the CST decreased significantly (76%) as the temperature of the simulant and CST during loading was increased from 23 to 80 C. CST exposed to recirculating SRS average simulant solution at room temperature in a column test showed a slow decrease in cesium loading capacity (measured at 23 C), with a drop of 30% for CST from the top of the bed and 13% for CST from the bottom of the bed after a 12-month period of exposure. A similar column test using a high-pH salt solution did not show any change in the cesium capacity of the CST. An increase was noted in pressure drop through the column using average simulant, but no change was observed for the column using high-pH salt solution.

Book excerpt: A new class of inorganic ion exchangers, called crystalline silicotitanates (CSTs), has been prepared at Sandia National Laboratories and Texas A & M University. CSTs have been determined to have high selectivity for the adsorption of Cs and Sr, and several other radionuclides from highly alkaline, high-sodium supernate solutions such as those found at Westinghouse Hanford (WHC). Continuous flow, ion-exchange columns are expected to be used to remove Cs and other radionuclides from the Hanford tank supernate. The proposed application for the CST would be Cs removal from highly alkaline salt solutions in a single pass process with interim storage of the Cs loaded CST until the glass vitrification plant is operational. This paper presents test results which address material requirements relevant for Hanford radwaste processing. This paper also discusses the integrated experimental and modeling approach being developed to establish the performance of the CST materials for the range of solution compositions and processing conditions which are expected to occur. The status on the commercialization of the CST material is also discussed.

Book excerpt: Chemical and thermal performance of crystalline silicotitanate (CST) and resorcinol-formaldehyde (RF) ion exchange media were predicted for column configurations designed for installation in high level waste tanks and intended for cesium removal from radioactive waste supernates. Modeling predictions for the processing of a known Savannah River Site tank waste composition were generated. In a two column configuration under presumed nominal operating conditions (432 gallon packed bed, 10 gpm liquid flow, 25 C, 45 nCi/g average breakthrough limit) with lead/lag column rotation between processing cycles, approximately two cycles were predicted to treat 1,000,000 gallons of radioactive waste with CST as compared to three cycles predicted for RF. However, this processing mode was shown to be highly unfavorable for RF due to the fact that the lead column is unnecessarily exposed to large radiation doses during movement of the cesium mass transfer zone into the lag column. Thermal modeling calculations indicated that maximum temperatures within stagnant, packed CST and RF columns containing the highest anticipated cesium loading and no active cooling will reach 128 and 78 C, respectively, within 6 days. Active cooling maintains the cesium-saturated CST and RF columns below 88 and 41 C, respectively, under stagnant flow conditions.
