El objetivo principal del proyecto es dotar al edificio de la certificación LEED nivel PLATINUM a través de la implantación de medidas energéticas a través de las cuales se obtenga el cumplimiento de la totalidad de los créditos que exige la certificación. A través de la implantación de sistemas eficientes en las categorías de agua, energía y calidad del aire se consigue, además, reducir el impacto ambiental y los consumos energéticos del centro médico. A su vez, el documento recopila información sobre tecnologías actuales orientadas a mejorar la eficiencia energética de edificios públicos, simulaciones, estudios de consumo y demanda, cálculos y estimaciones de costes que permiten evaluar qué medidas son las más adecuadas para su implantación durante la fase de diseño del edificio. LEED se presenta como una guía útil para conocer y asegurar el ahorro en térmicos energéticos y económicos del edificio de estudio. Para ello resulta necesario identificar y definir las condiciones intrínsecas del edificio para orientar, desde el inicio del proyecto, la ejecución de medidas que más se adapten a sus características para desechar aquellas que por definición no puedan llevarse a cabo.

Book excerpt: En los últimos años ha crecido el interés de la sociedad por tener en cuenta muchos aspectos importantes para el desarrollo del ser humano en armonía con el planeta. Podría decirse que los grandes problemas de hoy vienen dados por la interacción entre el hombre y la naturaleza. Hay una disposición generalizada por ser capaz de satisfacer las necesidades actuales sin comprometer los recursos y posibilidades de las futuras generaciones. Siendo esto de interés general, y centrándonos en el sector de la construcción, nuestro trabajo es fruto de querer seguir indagando en un tema tan importante como es la mejora de la interacción de la construcción con el medio ambiente, siendo respetuosa y energéticamente eficiente. Debido a esto, en el presente año 2013, en España, se ha aprobado el Real Decreto 235/2013, de 5 de abril, por el que se aprueba el procedimiento básico para la certificación de la eficiencia energética de los edificios, siendo el 1 de junio su entrada en vigor. La nueva norma establece la necesidad de que cualquiera que venda o alquile una vivienda debe contar previamente con un certificado energético válido y debidamente registrado. La obtención de este certificado otorgará el derecho de utilización, durante el periodo de validez del mismo, de la etiqueta de eficiencia energética, que asigna a cada promoción una Clase Energética de eficiencia, que variará desde la clase A, para los energéticamente más eficientes, a la clase G, para los menos eficientes. Con esta idea, el objetivo principal del proyecto es mejorar los trabajos que requieren una buena recogida de datos de las edificaciones, tanto existentes como de nueva construcción. Se ha realizado conjuntamente con l'Agència de l'Habitatge de Catalunya con el fin de poder crear para ellos una base de datos en la que puedan manejar toda la información del parque edificatorio de Catalunya propiedad de la Generalitat, de una forma más cómoda. Es un trabajo esencial para iniciar proyectos de mejora encaminados al desarrollo sostenible. La primera parte del proyecto se ha centrado en estudiar los procedimientos para la calificación de eficiencia energética de un edificio. No ha sido demasiado difícil, ya que al haber cursado el Diploma de Ampliación de Competencias (DAC) en Impacto Ambiental de la Edificación y Rehabilitación Energética, a través de la Escuela Politécnica Superior de Edificación de Barcelona, y estar trabajando con profesionales del sector de l'Agència de l'Habitatge de Catalunya, estábamos al corriente de lo que el Ministerio de Industria, Energía y Turismo, a través del Instituto para la diversificación y ahorro de la energía (IDAE), y por el Ministerio de Fomento, tomaba como válido para obtener la certificación de eficiencia energética de un edificio, tanto en su fase de proyecto, como del edificio terminado o ya existente. Sabiendo que las herramientas informáticas CALENER VYP, CE3 y CE3X son dichos procedimientos, hemos creado unas fichas en la que se plasmase toda la información requerida por los programas. De esta forma se han mejorado las tareas de los técnicos para la recogida de información de cualquier inmueble, y l'Agència de l'Habitatge de Catalunya ha iniciado la creación de la base de datos de los inmuebles propiedad de la Generalitat de Catalunya. De cara a la realización del plan de mantenimiento de un edificio, tanto correctivo como preventivo, la segunda parte del proyecto ha consistido en crear otras fichas que faciliten la recogida de datos para la ejecución de la Inspección Técnica de Edificios (ITE) y el Libro del Edificio. Estas fichas siguen con la tónica de mejorar los trabajos que requieren una buena recogida de datos de los edificios y la creación de la base de datos que l'Agència de l'Habitatge de Catalunya quería crear. Por último, una vez realizadas todas estas fichas, las hemos puesto en práctica en una promoción facilitada por l'Agència de l'Habitatge de Catalunya, realizando tanto la calificación de eficiencia energética como la ITE y el plan de mantenimiento.

Book excerpt: Professor John Hills' report on fuel poverty (March 2012, DECC) found that the problem of fuel poverty was being measured in the wrong way. Proper measurement is integral in designing effective polices to counter fuel poverty. This consultation looks at changing the approach to measurement (currently based on whether a household would need to spend more than 10% of its income on energy to keep warm). Section 1 sets out the background to the Hills Review and summarises its main findings. Section 2 focuses on the proposal for a new definition (the Low Income High Costs indicator) and also covers the recommended changes to the methodology used to calculate the fuel poverty statistics. The proposed changes raises questions about how a new definition fits with t he current target, which is set out in the Warm Homes and Energy Conservation Act 2000. Section 3 of this paper considers whether the definition and target should be aligned and how to achieve that. Finally, section 4 considers next steps. The Government intends to publish a refreshed fuel poverty strategy early in 2013 incorporating the new definition.
