Furthermore, the irregular conflicts in Afghanistan and Iraq (and the ongoing service debates in the Pacific) have demonstrated the need for a deeper understanding of this master tenet to advocate effectively for airpower solutions. We must get this right, as it is critical to maximizing airpower's potential. Getting it right, however, requires moving beyond sound bites and bumper stickers.

Book excerpt: Lt Col Clint Hinote looks at recent combat operations in Afghanistan and Iraq, interested particularly with the operational intersection of air and ground forces. He discovered a continuing dialog about one of the Air Force's major tenets-centralized control, decentralized execution. He suggests that all parties, both ground and air advocates, may need to reexamine the purpose and application of this doctrinal point. All services since World War II have been interested in this issue; everyone is seeking to make air/ground operations both effective and efficient. He points out that the issue between centralization and decentralization has an enduring quality, too, one that goes beyond air/ground operations, and he employs the famous theoretician, B. H. Liddell Hart, to suggest that centralization/ decentralization is always a compromise in combat. Hinote calls on Airmen specifically to examine this issue because they need to communicate better its application in operations. Hinote's primary premise is that Airmen need to understand that there is an inherent need for balance between centralization and decentralization. He again uses Hart to underline the message that there is a service proclivity to seek service points of view which preclude balance. Hinote takes it head-on. He examines the tenet, analyzing current criticisms in Iraq and Afghanistan, and recommends a three-step course: (1) evaluate the common language; (2) create doctrine to show Airmen the necessity for flexibility; and (3) apply the doctrine for a more flexible approach to command and control arrangements-moving execution away from dogma and back to sound doctrine.

Many (but not all) of these macro-level reforms can be understood as forms of centralization. New or strengthened national police organizations have been created, with new territorial arrangements for delivering police services, involving the establishment of new structures of police governance and accountability. Written by highly experienced researchers, the essays in Centralizing Forces? reveal intriguing similarities and differences in police reform in eight European countries: France, Denmark, Finland, Belgium, England/Wales, Scotland, the Netherlands, and Sweden. The chapters examine the nature and dimensions of police reform and the importance of the political, cultural, social, and economic contexts in which reform is happening. Despite some significant similarities in the reform process, the book illustrates that there are important differences in the backgrounds, nature, and consequences of police reform. Police reform is therefore strongly "context dependent," not only in its underlying drivers and motives, but also in its cultural meaning and the resulting problems and challenges. Current Air Force doctrine, as delineated in Air Force Manual (AFM) 1-1, identifies the Joint Force Air Component Commander (JFACC) as being responsible for both air and space for the theater. This statement follows the Air Force notion that air and space are an indivisible medium of warfare. On the other hand, Joint Pub 3-14 states the Operations Directorate, J-3, on the supported commander's (the JFC's) staff functions in this role. To examine this issue of in-theater control of space forces more closely, this study is divided into five chapters. Following the Introduction, Chapter 2 looks into how space forces were planned for and employed during Desert Storm. This chapter discusses who was in-charge and what planning processes were used. In Chapter 3, lessons and initiatives to improve planning and employment of support from space forces are discussed. Chapter 4 explores the possible need to have one individual in-theater clearly identified as being responsible for directing space forces. Centralized control, similar to air, may have beneficial effects that allow joint commanders to take better advantage of space forces' full potential. This thesis describes how this is so, but restricts itself to the command, control, and execution of USAF airlift forces. For purposes here, centralizing is the movement toward a more centralized state. This does not necessarily mean the MAF has reached a centralized state, only that it is trending more so. The MAF is centralizing in its command because authority and responsibility over organization and resources are each consolidating under the AMC/USTRANSCOM commander. The MAF is centralizing in its control because all MAF assets fall under the control of a single commander at the theater-level or above. Furthermore, the AMC commander controls nearly 71 percent and Increasing, of the military's airlift capacity. The MAF is centralizing in execution by demonstrating an increasing trend away from decentralized execution, currently exhibiting four of five doctrinal criterions indicative of centralizing execution, and may realize the fifth as the Integrated Flight Management program matures. This centralization overlooks the intent of the Goldwater-Nichols Act, weakens theater unity of command, and diverges from DOD Transformation initiatives. In light of this, the MAF should conduct an extensive reevaluation of its current command, control, and execution processes, methods, and organization.

In the ancient world some figures, including Paul the Apostle, John of Patmos, Hermas, the Sethians, and the Valentinians, did not think this way, however. For them, there were multiple levels of salvation. Examining the reasons and implications for why these important thinkers believed that salvation comes in degrees, Heavenly Stories offers a fresh perspective on ancient thinking about responsibility, especially as it intersects with concerns such as genealogy and determinism. It shows why Jews and Christians of various kinds—some eventually declared orthodox, others heretical—correlated ethics and soteriology and argued over how this should be done. By constructing a difference between a lower and higher level of salvation, ancient authors devised soteriological hierarchies that could account for ethical imperfections and social differentiation between their communities and outsiders, as well as reinforce idealized portrayals of conduct among members of their own groups. Alexander Kocar asks how these thinkers identified and described these ethical and social differences among people; what commitments motivated them to make such distinctions; what were the social effects of different salvific categories and ethical standards; and what impact did hierarchically structured soteriologies have on notions of ethical responsibility? His findings have repercussions for the study of ancient ethics (especially free will and responsibility), our understanding of orthodoxy and heresy, and scholarly debates surrounding the origins of Christianity as a movement that allegedly transcends ethnic boundaries.
