Book Security and Arms Control in Post confrontation Europe

Download or read book Security and Arms Control in Post confrontation Europe written by Jenonne Walker and published by SIPRI Research Reports. This book was released on 1994 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: The new dangers and challenges to international security in Europe after the Cold War are examined in this book. The changing nature of Europe's security problems has necessitated new thinking among both civilians and the military about arms control, the problems it should address, the purposes it should serve, and even what should be called `arms control' today. Arms control should be seen as encompassing all aspects of the military dimension of the endeavours to mitigate or mediate tensions within states and to keep them from tuning violent. It entails joint management of the cold war legacy of nuclear and conventional weapons. Security and Arms Control in Post-Confrontation Europe examines in particular the role which could and should be played by the Conference on Security and Co-operation in Europe (CSCE) for the prevention of intra-state armed conflicts.

Book Planning for Long term Security in Central Europe

Download or read book Planning for Long term Security in Central Europe written by Paul K. Davis and published by . This book was released on 1990 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: The recent changes in Europe have transformed the strategic landscape and altered what can be accomplished with respect to security. This report proposes a framework of new NATO objectives and a strategy for accomplishing them. The approach recognizes the desirability of achieving long-term stability--a state characterized by robust security, predictability, the absence of crises and dangerous international tensions, a "reasonable" defense burden that is either constant or shrinking, and public satisfaction with the situation. To achieve this objective, the authors recommend thinking in terms of five subordinate objectives: (1) deter, without provocation, a Soviet invasion of Western Europe; (2) deter, without provocation, Soviet reentry into Eastern Europe; (3) maintain strategic equivalence; (4) deter rearmament; and (5) reduce sources of conflict and tension.

Available in PDF, EPUB and Kindle. Book excerpt: Providing a timely account of European security developments, this edited collection delves into the theoretical and political debates central to European security cooperation. The essays analyze the interaction between states and institutions as they shape European security cooperation in the wake of the Cold War. After outlining the goals and context of the project, the book turns to case studies of the roles and policies of the U.S., Russia, Germany, and France. European security, institutions, and arms control regimes, such as the European Union, the Western European Union, NATO, and the Organization for Security and Cooperation in Europe are examined. Conventional forces in Europe, and confidence and security building measures are also explored. Throughout, the contributors focus on the possibilities and limits of security cooperation as Europe prepares for the next century. It specifically discusses the four main trends that will shape tomorrow's world: - Demographics-by 2040, 1.4 billion people will be added mostly in Africa and South Asia. - Economics-increased government debt and concentrated economic power will escalate problems for the poor and middleclass. - Climate-a hotter world will increase water, food, and health insecurity. - Technology-the emergence of new technologies could both solve and cause problems for human life. Students of trends, policymakers, entrepreneurs, academics, journalists and anyone eager for a glimpse into the next decades, will find this report, with colored graphs, essential reading.

Book New Challenges for Defense Planning

Download or read book New Challenges for Defense Planning written by Paul K. Davis and published by RAND Corporation. This book was released on 1994 with total page 790 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is a collection of essays by senior defense analysts at RAND, all of whom have been deeply involved in post-Cold War defense planning studies for the Department of Defense. The essays cover a wide spectrum of issues, including alternative strategies and structures for defense planning, conventional deterrence of Third World opponents, modernizing weapon systems and force structures, and planning under uncertainty (a major theme of the book as a whole). Some of the essays are sympathetic to current U.S. methods and policies, whereas others are critical, arguing that radical changes are needed. Taken as a whole, the book provides a provocative cross section of work by experts who understand both the theoretical issues and the practical considerations that the Department of Defense must address. The book will be of interest to policymakers, students of defense planning, and other readers seeking to understand the challenges and choices confronting defense planners as we approach the end of the century.

The world has recently been through a huge economic crisis and thinking people everywhere have reason to wonder whether something is not seriously wrong with the policy regimes underlying these dramatic events in the major economies, and whether changes should be made. The author reviews the history of the successive regimes tried and found wanting in the second half of the last century and proposes a set of reforms designed to convert the flawed neo-liberal consensus of the 1990s into a durable regime for the present century.
