Book excerpt: FEMA's Hazard Mitigation Grant Program is a powerful resource in the combined effort by Federal, State, and local government, as well as private industry and homeowners, to end the cycle of repetitive disaster damage. The Robert T. Stafford Disaster Relief and Emergency Assistance Act was passed on November 23, 1988, amending Public Law 93-288, the Disaster Relief Act of 1974. The Stafford Act included Section 404, which established the Hazard Mitigation Grant Program. In 1993, the Hazard Mitigation and Relocation Act amended Section 404 to increase the amount of HMGP funds available and the cost-share to 75 percent Federal. This amendment also encouraged the use of property acquisition and other non-structural flood mitigation measures. In an effort to streamline HMGP delivery, FEMA encourages States to develop their mitigation programs before disaster strikes. States are adopting a more active HMGP management role. Increased capabilities may include: Conducting comprehensive all-hazard mitigation planning prior to disaster events; Providing applicants technical assistance on sound mitigation techniques and hazard mitigation policy and procedures; Coordinating mitigation programs through interagency teams or councils. Conducting benefit-cost analyses; and Preparing National Environmental Policy Act reviews for FEMA approval. States that integrate the HMGP with their frequently updated State Administrative and Hazard Mitigation Plans will create cohesive and effective approaches to loss reduction. This type of coordinated approach minimizes the distinction between “predisaster” and “post-disaster” time periods, and instead produces an ongoing mitigation effort. Hazard mitigation is any sustained action taken to reduce or eliminate long-term risk to people and property from natural hazards and their effects. A key purpose of the HMGP is to ensure that the opportunity to take critical mitigation measures to protect life and property from future disasters is not lost during the recovery and reconstruction process following a disaster. Program grant funds available under Section 404 of the Stafford Act provide States with the incentive and capability to implement mitigation measures that previously may have been infeasible. The purpose of this Desk Reference is to: Provide comprehensive information about FEMA's Hazard Mitigation Grant Program (HMGP); Increase awareness of the HMGP as an integral part of statewide hazard mitigation efforts; and Encourage deeper commitments and increased responsibilities on the part of all States and communities to reduce damage and losses from natural disasters. This Desk Reference is organized to simplify program information and assist the reader with practical guidance for successful participation in the program. Lists of program-related acronyms and definitions are included, along with appendices that amplify selected aspects of the HMGP. This Desk Reference is organized into 14 sections, each of which presents a major HMGP subject area. In each section, information is presented on the right side of the page. In several sections, job aids containing supplemental material are provided. The job aids for each section can be found at the end of the section. At the front of each section, there is a detailed table of contents to help you locate specific information.

However, options for the increase of flood resilience during the recovery phase are to a large extent overlooked and the diversity of existing schemes shows that there has been a lack of consensus on how to achieve resilient flood recovery. Financial Schemes for Resilient Flood Recovery investigates how the implementation of financial schemes (government relief subsidies, insurance schemes, buy-outs, etc.) might increase flood resilience. The chapters included in this edited volume address the following questions: Shall government relief subsidies exist when there is flood insurance in place, and, if so, how might they both be coordinated? Where (or how) to decide about build back better incentives and where to go for planned relocation programs? What is the distributional equity of financial schemes for flood recovery, and has it been sufficiently treated? The book covers different approaches to flood recovery schemes with specific intervention rationales in different countries. Empirical evidence provided clearly shows the great diversity of financial flood recovery schemes. This diversity of state-funded schemes, private-based insurance schemes, and hybrids as well as planned relocation schemes indicates a lack of a consistent and strategic approach in flood risk management and flood resilience about flood recovery. In some cases, billions of dollars from public, private and charitable sources are invested to help communities recover. National rhetoric often characterizes these efforts as a "return to normal." But for many American communities, pre-disaster conditions are far from optimal. Large segments of the U.S. population suffer from preventable health problems, experience inequitable access to services, and rely on overburdened health systems. A return to pre-event conditions in such cases may be short-sighted given the high costs - both economic and social - of poor health. Instead, it is important to understand that the disaster recovery process offers a series of unique and valuable opportunities to improve on the status quo. Book excerpt: Federal disaster policy is an important but overlooked aspect of federal action that has provided a rich arena for pursuing our more general research interests concerning federal program implementation and management. May brought to the research task both a familiarity with the broad issues of federal disaster policy-having recently completed a book (May, 1985) about disaster relief policy and politics-and an understanding of the day-to-day workings of emergency management at the federal level. Williams provided the "imple mentation perspective" that undergirds the book, having previously devel oped and applied the perspective in two books (Williams, 1980a, b) about social programs. The study focuses upon the intergovernmental implementation of selected emergency management programs, primarily as played out at the federal and state levels. Our fieldwork and resultant description of disaster policy implementation allow us: (I) to analyze the implementation of selected aspects of disaster policy and to discuss federal management choices in this area; (2) to gain a greater understanding of federal program implementation under "shared governance"-a term we develop more fully in the book in referring to programs under which the federal and subnational governments share responsibility for program funding and management; and (3) to con sider the relevance of the lessons of earlier social program implementation research to a very different policy setting. Many individuals assisted us with this research. Our greatest debt is to those federal and state officials who took time from their busy schedules to offer their implementation perspectives about emergency management.

The Committee is concerned that the Government has cut flood defence funding and will in future require communities to pay a greater contribution towards the defences from which they benefit. At a time of budgetary constraint, the committee believes there is no certainty that this funding gap can be filled. The report tells Ministers they must: spell out how the Government will deliver its pledge to focus public money for flood defence on those communities at greatest risk and least able to protect themselves; ensure adequate and stable funding for local authorities and other agencies given new responsibilities under the Flood and Water Management Act 2010 to plan for and respond to flood events. The report calls on the Government to sharpen the regulatory framework for the water industry to ensure it places customers' views at the heart of a future strategy that will deliver improved affordability and water efficiency. Ministers should: clarify the role for social tariffs in helping those who have difficulty paying their water bills; implement a solution that brings down bills for customers in regions where water charges are at present disproportionately high due to the need for large-scale capital investment in sewage systems; publish a strategy to implement a wider programme of metering and variable tariffs designed to improve water efficiency while protecting those on low incomes from unaffordable price rises.

Floodproofing means using materials and practices that will prevent or minimize flood damage in the future. Many floodproofing techniques are inexpensive or can be easily incorporated into your rebuilding program. You can save a lot of money by floodproofing as you repair and rebuild (see Step 8).
