The region currently serves as the main route for transporting American and NATO supplies and personnel into Afghanistan. Its Turkic Muslim peoples share ethnic and religious roots with China's Uighurs in neighboring Xinjiang, where some Uighurs have connections to the Taliban in Afghanistan and Pakistan, fueling Beijing's already acute fears of terrorism and separatism. Perhaps most importantly, the Caspian basin holds immense reserves of oil and natural gas. Countries rich in hydrocarbons—like Kazakhstan, Turkmenistan, and Uzbekistan—can benefit greatly from this wealth, but often they must rely on foreign companies (usually backed by foreign governments) to develop these resources. Revolts in Kyrgyzstan (in 2005 and 2010) and Uzbekistan (in 2005); Tajikistan's civil war (in the 1990s); and continued terrorist incidents (2010–2011), strikes, and suicide bombings in Kazakhstan (in 2011) have contributed to concerns about stability in the region. In Civil Society and Politics in Central Asia, a prominent group of scholars assesses both the area's manifold problems and its emerging potential, examining the often uneasy relationship between its states and the societies they govern. Nationalism and Identity Construction in Central Asia explores the complex and controversial process of identity formation in the region using a “3D” framework, which stands for “Dimensions”, “Dynamics,” and “Directions” of nation building. The first part of the framework—dimensions—underscores the new and complex ways in which nationalisms and identities manifest themselves in Central Asia. The second part—dynamics—is premised on the idea that nationalisms and identity construction in the Central Asian republics may indicate some continuities with the past, but are more concerned with legitimation of the present power politics in these states. It calls for the identification of the main actors, strategies, tactics, interests, and reactions to the processes of nationalism and identity construction. The third part of the framework—directions—addresses implications of nationalisms and identity construction in Central Asia for regional and international peace and cooperation. Jointly, the chapters of the volume address domestic and international-level dimensions, dynamics, and directions of identity formation in Central Asia. What unites these works is their shared modern and post-modern understanding of nations, nationalisms, and identities as discursive, strategic, and tactical formations. They are viewed as “constructed” and “imagined” and therefore continuously changing, but also fragmented and contested.

These internal challenges and the evolution of relations with external powers may result in new cooperative relationships, but they may also lead to destabilizing rivalry and interstate enmity in Central Asia. It is important to identify new patterns of relevance for future security cooperation in the region, but the potential for a new security system or for new institutions to manage security in the region remains uncertain. These issues are explored by a team of prominent specialists from Western Europe, the United States, Russia and China.
