The international implications are enormous because of the rich energy sources —oil and natural gas —located in the Caspian Sea area.The authors assess a variety of internal security policy challenges confronting these states —for example, the potential for conflict arising from such factors as a mixed ethnic population, resource scarcity, particularly in relation to water management, and an Islamic revival. They also examine the security policy content of relations between the Central Asian states and regional and international powers —specifically the stakes, interests, and policies of Russia, China, Iran, Turkey, and the United States.These internal challenges and the evolution of relations with external powers may result in new cooperative relationships, but they may also lead to destabilizing rivalry and interstate enmity in Central Asia. It is important to identify new patterns of relevance for future security cooperation in the region, but the potential for a new security system or for new institutions to manage security in the region remains uncertain. These issues are explored by a team of prominent specialists from Western Europe, the United States, Russia and China.

Issues that stand out include the challenges that the Central Asian states will face in terms of stability, ethnic tensions, radicalization of youth, destabilization of commodity flows and energy security and the impact that these could have on Central Asian society. However, security cannot just be defined in terms of security at the borders. It needs to be defined in ‘cosmopolitan’ terms through an array of issues like movements across borders, radicalism within states, the sharing of water, and various multilateral attempts at combating insecurity. The collapse of the Soviet Union in 1991, led to the birth of fifteen countries including the five Central Asian republics, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. When the USSR ceased to exist, so did the centralised Soviet resource distribution system that managed the exchange and allocation of water, energy, and food supplies. A whole new set of international relations emerged, and the newly formed Central Asian governments had to redefine the policies related to the exchange and sharing of their natural resources. This book analyses the role of state power in transboundary water relations. It provides an in–depth study of the evolution of interstate relations in Central Asia in the field of water from 1991-2015. Taking as a case study the planned construction of the Rogun and Kambarata dams in Tajikistan and Kyrgyzstan, the author examines various forms of overt and covert power shaping interstate relations and the way hegemonic and counter-hegemonic measures are put in place in an international river basin. He argues that the intimate correlation between the concepts of power and hegemony can offer key insights to the analysis and understanding of transboundary water relations. While the analytical focus is placed on state power, the book demonstrates that hegemonic and counter-hegemonic tactics represent the ways in which power is wielded and observed. Offering fresh theoretical interpretations to the subjects of power and counter-hegemony in the Aral Sea basin, this book puts forward the original circle of hydro-hegemony, an analytical framework in which the various forms of power are connective in the function of hegemony. It will be of interest to scholars in the field of water and environmental politics and Central Asian Studies.

Nevertheless, during the last few years, certain basic common patterns have emerged, both in the political and economic development of the Central Asian states and in their external relations. These patterns and developments are analyzed here by a noted expert in Eurasian studies.
