The author explores the dispossession process that drives these migrants from their homes and argues that they are caught in a kind of trap: forced to emigrate, but impeded to immigrate. This trap is discussed empirically through the analysis of immigration policies implemented by the United States government and ethnographic fieldwork carried out in some of “albergues” (shelters).

Murder rates in the region are among the highest in the world. To a certain extent, Central America's predicament is one of geography -- it is sandwiched between some of the world's largest drug producers in South America and the world's largest consumer of illegal drugs, the United States. The region is awash in weapons and gunmen, and high rates of poverty ensure substantial numbers of willing recruits for organized crime syndicates. Weak, underfunded, and sometimes corrupt governments struggle to keep up with the challenge. Though the United States has offered substantial aid to Central American efforts to address criminal violence, it also contributes to the problem through its high levels of drug consumption, relatively relaxed gun control laws, and deportation policies that have sent home more than a million illegal migrants with violent records. Despite this strategy the region has seen increasing levels of homicide, displacement and violence. Why did the militarization of U.S. drug war policies in Latin America begin and why has it continued despite its inability to achieve the stated targets? Are such policies simply intended to impose U.S. power or have elites in Latin America internalized this agenda as their own? Why did resistance to this approach emerge in the late-2000s and does this represent a challenge to the prohibitionist agenda? In this book William Avilés argues that if we are to understand and explain the militarization of the drug war in Latin America a ‘transnational grand strategy’, developed and implemented by networks of elites and state managers operating in a neoliberal, globalized social structure of accumulation, must be considered and examined.
