Book excerpt: This paper assesses the efficiency of government expenditure on education and health in 38 countries in Africa in 1984-95, both in relation to each other and compared with countries in Asia and the Western Hemisphere. The results show that, on average, countries in Africa are less efficient than countries in Asia and the Western Hemisphere; however, education and health spending in Africa became more efficient during that period. The assessment further suggests that improvements in educational attainment and health output in African countries require more than just higher budgetary allocations.

Challenges to fuel and electricity supply have undermined economic growth, revenue mobilization, and government liquidity. Further, volatile spending weakened budget credibility. Public debt increased rapidly last year driven by regional issuances, and the authorities have ambitious borrowing plans for 2024. Thus, boosting revenue collection—particularly from fuel imports—and strengthening spending management will be key to preserving macroeconomic stability and debt sustainability.

The surrender of a key rebel leader to the International Criminal Court represents a key step in the peace process. Donors have delayed disbursing budget support pending greater transparency in the government’s security-related spending. This poses substantial fiscal and social risks given the heavy reliance on budget support. The sharp deterioration in terms of trade, reflecting food and fuel price shocks, compounded by geo-political spillovers, will exacerbate existing vulnerabilities and further erode policy space.

All three prior actions for the second review were met. The IMF staff supports completion of the second review under the ECF arrangement and the authorities’ request for augmentation of access.

The new program immediately boosted investor confidence and markedly improved the government’s access to domestic financing. The program has also established a framework to implement much-needed fiscal and governance reforms, unlock IFI financing, safeguard public service delivery in social sectors. Yet, the overall environment has stayed fragile due to protracted security risks and a volatile political situation, which was recently heightened by a constitutional reform that removed presidential term limits. Further, the macroeconomic standing remains weak as CAR continues to climb out of the loss of budget support and severe disruptions in the local fuel market.

Macroeconomic conditions have stabilized following the 2013 crisis: growth has resumed, inflation has declined, domestic revenues have recovered, and debt ratios have decreased. The government’s economic strategy is supported by an arrangement under the Extended Credit Facility (ECF)—launched in July 2016—with total access of SDR 133.68 million (120 percent of quota). Program performance has been satisfactory. All end-June 2018 quantitative and continuous performance criteria were met. Discussions focused on the 2019 budget, policy responses to a higher global oil price, and reforms to improve public financial management and governance. The program is supported by union-level efforts to maintain an appropriate monetary policy stance, build up regional reserves, and promote financial sector stability.
