Likewise, with the U.S. military shifting towards capabilities-based planning and application of the military aspect of national power with limited resources, an accurate determination of an adversary's critical vulnerabilities will enable friendly forces to select a course of action that best attacks the enemy's center of gravity via indirect means. A methodical deconstruction and analysis of the center of gravity enables a precise identification of the critical vulnerabilities to attack or defend. Although numerous methods have been developed for critical factors analysis, they are individually inadequate to accurately and consistently provide the information vital to operational success. The methodology presented in this paper offers a logical, pragmatic synthesis of established best practices that will better allow operational commanders to apply all aspects of national power to destroy the enemy's center of gravity and also protect the U.S. center of gravity.

This analysis drives the development of the campaign plan by familiarizing planners with an understanding of how both belligerents organize, fight, and make decisions. Consequently, the improper identification or miscalculation of the center of gravity will lead to the misapplication of the elements of national power and ultimately to a campaign plan that will not meet the stated strategic objectives. While Joint and service doctrine/manuals generally agree on a common definition of center of gravity, considerable discrepancies still exist regarding the specific nature of center of gravity and its relationship to critical vulnerabilities. Dr. Joe Strange, a professor at the Marine Corps University, makes a recommendation for defining this relationship. He has developed a model that bridges the gap between the center of gravity and critical vulnerabilities by identifying critical capabilities and critical requirements. Dr. Strange posits that it is necessary to understand the center of gravity, critical capability, critical requirement, and critical vulnerability relationship in order to grasp fully the environment in which this campaign will take place. This model will be used for this analysis. The purpose of this paper is three-fold: first, to determine a workable definition of terrorism and how this definition applies to the new religiously based terrorism the world witnessed on 11 September; second, to conduct a comprehensive strategic level center of gravity analysis that will identify the relative strength and weaknesses of the U.S. led coalition and the al Qaeda terrorist network and; third, to present potential friendly and enemy response strategies.

Book excerpt: "The National Security Strategy of 2015 establishes the importance of defeating Violent Extremist Organizations (VEOs). Attacking a VEO's Center of Gravity (COG) is key to defeating it. As traditionally conceived by Clausewitz, an enemy's COG is usually its army. However, the ability to generate a physical force is, in the case of certain VEOs, not its sole source of power. The primary source of their power and resistance could be moral and/or ideological. Joe Strange's theory looks at an enemy's COG through its primary abilities which merit it to exist as such. These primary abilities are called critical capabilities (CCs). For a fully operational CC to exist, it needs essential conditions, resources, and means which Strange identifies as critical requirements (CRs). Once the CCs and CRs are identified, the next step is to surmise which CRs are deficient or vulnerable to neutralization, interdiction, or attack in a decisive manner, critical vulnerabilities (CVs). This thesis uses two significant historical case studies to demonstrate Strange's theory retroactively in the defeat of the Medellin and Cali drug cartels and the Liberation Tigers of Tamil Eelam (LTTE), and then uses that analysis to develop a strategy to defeat the Islamic State of Iraq and Syria (ISIS)."--Abstract.
