Book excerpt: This book explores the missionary movement's influence on popular perceptions of empire and race in nineteenth-century England. The foreign missionary endeavor was one of the most influential of the channels through which nineteenth-century Britons encountered the colonies, and because of their ties to organized religion, foreign missionary societies enjoyed more regular access to a popular audience than any other colonial lobby. Focusing on the influential denominational case of English Congregationalism, this study shows how the missionary movement's audience in Britain was inundated with propaganda designed to mobilize financial and political support for missionary operations abroad, propaganda in which the imperial context and colonized targets of missionary operations figured prominently. In her attention to the local social contexts in which missionary propaganda was disseminated, the author departs from the predominantly cultural thrust of recent studies of imperialism's popularization. She shows how Congregationalists made use of the language and institutional space provided by missions in their struggles to negotiate local relations of power. In the process, the missionary project was implicated in some of the most important developments in the social history of nineteenth-century Britain -- the popularization of organized religion and its subsequent decline, the emergence and evolution of a language of class, the gendered making of a middle class, and the strange death of British liberalism.

It also discusses cutlery, saw and file manufacturing, where the Americans quickly shed Sheffield's traditional technologies and, with the help of superior marketing, established a word lead by 1900. It is also shown, however, that this did not free the US from its dependence on Sheffield steel. Sheffield's innovation in special steelmaking, which began with the Hunstman crucible process in 1742, continued with a series of brilliant 'firsts', which gave the world tool, manganese, silicon, vanadium and stainless steel alloys. Thus the US continued to draw from Sheffield know-how, even in the twentieth century - a transfer of technology that was facilitated by the foundation of Sheffield's own subsidiary firms in America, the history of which is recounted here.

Arresting Contagion tells the story of how early efforts to combat livestock infections turned the United States from a disease-prone nation into a world leader in controlling communicable diseases. Alan Olmstead and Paul Rhode show that many innovations devised in the fight against animal diseases, ranging from border control and food inspection to drug regulations and the creation of federal research labs, provided the foundation for modern food safety programs and remain at the heart of U.S. public health policy. America’s first concerted effort to control livestock diseases dates to the founding of the Bureau of Animal Industry (BAI) in 1884. Because the BAI represented a milestone in federal regulation of commerce and industry, the agency encountered major jurisdictional and constitutional obstacles. Nevertheless, it proved effective in halting the spread of diseases, counting among its early breakthroughs the discovery of Salmonella and advances in the understanding of vector-borne diseases. By the 1940s, government policies had eliminated several major animal diseases, saving hundreds of thousands of lives and establishing a model for eradication that would be used around the world. Although scientific advances played a key role, government interventions did as well. Today, a dominant economic ideology frowns on government regulation of the economy, but the authors argue that in this case it was an essential force for good.

It shows a parallel process: on the one hand, trade unionists struggling to attain the indispensable Victorian virtue, ‘respectability’, without sacrificing their essentially protective functions; on the other hand, employers recognizing the value of an ordered system of industrial relation in which trade unions could exert discipline and control over their workers. While this was going on, middle-class radicals (often themselves employers) continued their attack on aristocratic domination of political institutions and looked to a ‘labour aristocracy’ as allies. The book shows the manner in which, thanks to their own efforts and those of their indefatigable publicists, unionists became identified with the respectable elite of the working class. It deals with a crucial period in the trade union development but looks at it not merely from the point of view of the unions, but also that of the employers, politicians, the press, intellectuals, political economists, giving for the first time a rounded picture of trade unionism and industrial relations in the third quarter of the nineteenth century.
