Book excerpt: Excerpt from Census of India, 1911, Vol. 13: North-West Frontier Province The enumeration to which this report relates is the sixth which the districts included in the North-West Frontier Province have undergone. Previous enumerations, carried out respectively on the 31st December 1854 and January 1st, 1855, on the 10th January 1868, on the 17th February 1881, on the 26th February 1891, and on the 1st March 1901, were conducted under the orders of the Government of the Punjab, of which the districts we are now concerned with then formed a part. Of previous Censuses that of 1881 was the first to be carried out with the care and thoroughness which distinguish Census Operations in India to-day; and from it date the variations of population shown in Table II in Part II of this volume. Under the Proclamation of October 25th, 1901, the districts now administered by the Chief Commissioner were separated from the Punjab, and formed, with certain areas across the administrative border, into a separate charge under the name of the North-West Frontier Province. The present enumeration, which took place on the night of March 10th, 1911, was accordingly the first to be carried out since the Province possessed a separate existence. In the Punjab Census Report, 1901 figures were, however, given separately throughout the tables for the Punjab and for the North-West Frontier Province. The latter Province consists of (a) the five settled districts of Hazara, Peshawar, Kohat, Bannu and Dera Ismail Khan, and (b) a tract stretching, from the mountains of the Hindu Kush to Baluchistan, between Afghanistan on the west and the borders of British India on the east. The boundaries of the five settled districts as now constituted were determined in October 1901, and the only change made since that time has been in the transference of the village of Naranji from the Dera Ghazi Khan District in the Punjab to Dera Ismail Khan. The trans-border tract contains five Political Agencies, known respectively as the Malakand, Khyber, Kurram, Tochi and Wano Agencies, together with areas under the political control of the Deputy Commissioners of the five settled districts. The figures given in Tables I and II of the present volume (Part II), contain for the first time an estimate of the population of the whole area trans-border which is included in the Province; in this area, however, only the population of British posts has been enumerated on the regular Schedule. In 1901 the population of British posts across the border was similarly enumerated (the figures for the Khyber, Tochi and Wano Agencies being included, in the Punjab Census Report, 1901, in the figures for the Peshawar, Bannu and Dera Ismail Districts respectively); and the scope of the present (regular) Census has been smaller than that of 1901 in so far as the Sherani country, under the political control of the Deputy Commissioner of Dera Ismail Khan, and a portion of the Kurram Agency, which were included in the operations of that year, have been omitted on the present occasion. The detailed instructions for the taking of a Census are lengthy, and the Provincial Census Code, based on an Imperial Code issued by the Census Commissioner, presented a formidable appearance to district officers, whose work is already sufficiently heavy, without the extra burden which a Census places upon them. The study of Orissa Famine of 1866 explodes the myth upheld by the colonial administrators that women died at a lower rate than men in famines, because they could easily adapt to food scarcity and were supposedly less prone to infectious diseases. Evidence based on historical, sociological and biological factors showed that increasing male migration, much of it, leading to high mortality, explains the change in sex ratio during the colonial period. This work also shows that many of today’s consumption preferences, linguistic usages and cultural habits of people, carry traces of cataclysmic experiences. This book also highlights the fact that most famines are the result of policy failures and, are often rooted in structural inequalities with serious consequences for women, lower castes and the poor alike. The central question addressed in this is book is how different castes assert their identity for classification and how caste encountered colonial documentation. Identifying the colonial context of the documentation of caste among Muslims, and relying on colonial documentation in various census reports, Gazetteers, government or police records, ethnographic studies and travelogues, the author demonstrates the sheer diversity of attempts and caste among Muslims. The book deconstructs how under Colonialism Muslims were categorized into three broad but overlapping categories - Ashraf, Ajlafs and Arzals - and that Muslims were categorized into Asiatic, Non-Asiatic, Foreign, Mixed and Hindustani –Muslim categories. It argues that few colonial theories applied to Muslims. Finally, the author explores post-colonial documentation of castes among Muslims in various Commission reports, particularly in Backward class commission reports and its interplay in the reservation politics of the contemporary period and examines the growth of various Muslim caste organizations in different parts of India and their role in identity politics. Providing a new perspective on the issue of minorities in India, this book will be of interest to scholars of religion, Islam, history, politics and sociology of India.
