Book excerpt: Based on original historical tables, Northern Ontario in Historical Statistics, 1871–2021 offers an overview of major long-term population, social composition, employment, and urban concentration trends over 150 years in the region now called “Northern Ontario” (or “Nord de l’Ontario”). David Leadbeater and his collaborators compare Northern Ontario relative to Southern Ontario, as well as detail changes at the district and local levels. They also examine the employment population rate, unemployment, economic dependency, and income distribution, particularly over recent decades of decline since the 1970s. Although deeply experienced by Indigenous peoples, the settler-colonial structure of Northern Ontario’s development plays little explicit analytical role in official government discussions and policy. Northern Ontario in Historical Statistics, 1871–2021, therefore, aims to provide context for the long-standing hinterland colonial question: How do ownership, control, and use of the land and its resources benefit the people who live there? Leadbeater and his collaborators pay special attention to foundational conditions in Northern Ontario’s hinterland-colonial development including Indigenous relative to settler populations, treaty and reserve areas, and provincially controlled “unorganized territories.” Colonial biases in Canadian censuses are discussed critically as a contribution towards decolonizing changes in official statistics.

The classification of race and ethnicity by the state is a common way to organize and make sense of populations in many countries, from the national census and birth and death records, to identity cards and household surveys. As populations have grown, diversified, and become increasingly transnational and mobile, single and mutually exclusive categories struggle to adequately capture the complexity of identities and heritages in multicultural societies. State motivations for classification vary widely, and have shifted over time, ranging from subjugation and exclusion to remediation and addressing inequalities. The chapters in this handbook illustrate how differing histories and contemporary realities have led states to count and classify mixedness in different ways, for different reasons. This collection will serve as a key reference point on the international classification of mixed race and ethnicity for students and scholars across sociology, ethnic and racial studies, and public policy, as well as policy makers and practitioners.

When the Canadian Pacific Railway switched to diesel power, over 2,000 coal-production jobs were lost in the Crowsnest Pass and Elk Valley. The Lights on the Tipple Are Going Out tells the story of its fight for survival. Underground mine closures began in 1950, prompting attempts by unions, leftist parties, municipal governments, and business groups to save the local economy. Efforts to reindustrialize in the mid-1960s brought unregulated growth, unsafe working conditions, and pollution. Starting in 1968, new strip mines were built to produce metallurgical coal for Asia-Pacific steelmakers. Not only is this an interesting regional history, but the consideration of the role of labour unions, local communists, and grassroots environmentalists makes it especially compelling. Today, with technological change in steel manufacturing on the horizon, propelled by the climate crisis, Langford argues that the Crowsnest Pass and Elk Valley must look toward ecosystem restoration, sustainable economic activities, and the inclusion of First Nations in decision making in order to embrace a future beyond coal.

Lafferty examines this response as it played out in Halifax, demonstrating how these homes reacted both creatively and valiantly to their environment, despite chronic underfunding and a narrow vision of the possibilities available to disadvantaged children. The Guardianship of Best Interests traces the creation and administration of children's homes in Halifax from the mid-nineteenth century to their closure in the mid-twentieth. Against the backdrop of a city torn apart by race and religious politics, financial challenges, two world wars, and the devastating explosion of 1917, Halifax institutions frequently represented themselves as the cutting edge of professional child welfare methods. Placing their histories at the core of this study, Lafferty challenges the common assertion that such homes were readily abandoned in favour of the foster care method promoted by the Children's Aid Society. Through the unique perspective gained by considering inter-denominational competition, along with the effects of racism and the political posturing of the province's emerging welfare bureaucracy, The Guardianship of Best Interests unearths the significant similarities between past child welfare practices and our current approaches toward neglect and dependency.
