Book excerpt: In 2007, the U.S. Census Bureau estimated the 2010 Census would cost $11.5 billion, including $3 billion on automation and technology. At a March hearing, the Dept. of Commerce stated that the Field Data Collection Automation program was likely to incur significant cost overruns and announced a redesign effort. At that time, the 2010 Decennial Census was designated as high risk, citing long-standing concerns in managing information technology (IT) investments and uncertain costs and operations. This testimony describes the implications of redesign for: (1) dress rehearsal and decennial operations; (2) IT acquisitions management; and (3) Decennial Census costs. Includes recommendations. Book 2010 Census Preliminary Lessons Learned Highlight the Need for Fundamental Reforms

Download or read book 2010 Census Preliminary Lessons Learned Highlight the Need for Fundamental Reforms written by Robert Goldenkoff and published by DIANE Publishing. This book was released on 2011-08 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 2010 Census was added to a list of high-risk programs in 2008 in part because of: (1) long-standing weaknesses in the Census Bureau¿s (CB) info. tech. acquisition and contract mgmt. function; (2) difficulties in developing reliable life-cycle cost estimates; and (3) key operations that were not tested under operational conditions. These issues jeopardized the CB¿s readiness for the count. Moreover, concerns over privacy have made a cost-effective census an increasingly difficult challenge. At $13 billion, 2010 was the costliest U.S. Census in history. This testimony focuses on lessons learned from the 2010 Census, and initiatives that show promise for producing a more cost-effective population count in 2020. Illus. This is a print on demand report.

Download or read book 2010 Census written by Robert Goldenkoff and published by DIANE Publishing. This book was released on 2011-05 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although the U.S. Census Bureau generally completed the field data collection phase of the 2010 Census consistent with its operational plans, at $13 billion, 2010 was the costliest census in the nation's history. Moving forward, it will be important to both refine existing operations as well as to address long-standing issues such as securing participation and escalating costs. This report reviews: (1) the conduct of non-response follow-up, where enumerators collect data from households that did not return their census forms; (2) the implementation of other field operations critical to a complete count; and (3) potential re-examination areas that could help produce a more cost-effective 2020 Census. Book 2010 Census Plans for Decennial Census Operations and Technology Have Progressed But Much Uncertainty Remains

This book was released on 2009 with total page 16 pages. Available in PDF, EPUB and Kindle. Book excerpt: On April 3, 2008, the Sec. of Commerce announced significant changes to how the Census Bureau would conduct non-response follow-up, in which census workers interview households that do not return census forms for the 2010 decennial census, and to its Field Data Collection Automation (FDCA) contract. The Bureau has since issued a redesigned plan to conduct a paper-based follow-up operation, a 2010 Census project schedule, and is working on revising the FDCA contract. These are major changes late in the decennial census cycle. This testimony discusses: (1) the Bureau¿s plans for conducting a paper-based non-response follow-up operation; (2) mgmt. of the FDCA contract and its latest cost estimate; and (3) the status of the 2010 project schedule.

Book 2010 Census Little Time Remains to Address Operational Challenges

Download or read book 2010 Census Little Time Remains to Address Operational Challenges written by Robert Goldenkoff and published by DIANE Publishing. This book was released on 2009-12 with total page 21 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Census Bureau has insufficient policies and procedures and inadequately trained staff for conducting high-quality cost estimation for the decennial census. Lacking plans for the development of both non-response follow-up and the management system, the Bureau faces the risk of not having them developed and fully tested in time for the 2010 Census. The Bureau faces long-standing challenges with the nation's linguistic diversity and privacy concerns, which can contribute to the under-counting of some groups. With just over a year remaining until Census Day, uncertainties surround the Bureau's overall readiness for 2010. Illustrations.

Download or read book 2010 Decennial Census written by Mathew J. Scire and published by DIANE Publishing. This book was released on 2009-02 with total page 35 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 2010 Decennial Census has a number of challenges, incl. weaknesses in managing IT, operational planning, and cost estimating, as well as uncertainty over dress rehearsal plans and the ultimate cost of the census. In 2007, the Census Bureau (CB) conducted the address canvassing operation -- the final time to test handheld computers (HHC) that will be deployed during the Census. The CB also announced that the HHC was likely to incur significant cost overruns and announced a redesigning effort to get the Census back on track. This report: (1) analyzes CB and contractor data showing how HHCs operated and its implications on operations; and (2) examines implications the redesign may have on plans for address canvassing in the 2010 Census.
