Bloggers and cyberdissidents who dare to question the government’s legitimacy or domestic policies are ruthlessly suppressed. Political blogger Bui Thanh Hieu (1972) nevertheless uses the Internet to criticize politically hot topics, such as Vietnam’s territorial claims within China as well as its handling of land disputes with the Catholic Church. In response to this, Hieu was arrested, his computers confiscated. The license for his Internet café in Hanoi was revoked. Hieu persisted however: his blog was being read by up to 15,000 visitors per day. Because of his commitment, he was arrested and detained on numerous occasions. At the invitation of the city of Weimar, Germany, he was finally able to leave the country. There he finished Speaking in Silence. In this short story he laments, with humour and irony, the behaviour of civil servants of the special judicial, administrative and technological strike force, who control online information. Book excerpt: Over the past two decades, the fixation on anti-state content has shaped the way Vietnamese authorities deployed various censorship strategies to achieve the dual goals of creating a superficial openness while maintaining a tight grip on online discourses. These considerations dictated how several regulations on Internet controls were formulated and enforced. Vietnamese censors also selectively borrowed from China’s online censorship playbook, a key tenet of which is the fear-based approach. The modus operandi for the authorities is to first harp on what they perceive as online foreign and domestic threats to Vietnam’s social stability. Then those threats are exhaustively used to enforce tougher measures that are akin to those implemented in China. But unlike China, Vietnam has not afforded to ban Western social media platforms altogether. Realizing that they would be better off exploiting social media for their own gains, Vietnamese authorities have sought to co-opt and utilize it to curb anti-state content on the Internet. The lure of the Vietnamese market has also emboldened Facebook and Google’s YouTube to consider it fit to acquiesce to state censorship demands. The crackdown on anti-state content and fear-based censorship are likely to continue shaping Vietnam’s Internet controls, at least in the foreseeable future. The question is how both Internet users and the authorities will make the most of their unlikely—and fickle—alliance with social media to fulfil their agendas.

It was also the first to be televised and the first of the modern era fought without military censorship. From the earliest days of the Kennedy-Johnson escalation right up to the American withdrawal, and even today, the media's role in Vietnam has continued to be intensely controversial. The "Uncensored War" gives a richly detailed account of what Americans read and watched about Vietnam. Hallin draws on the complete body of the New York Times coverage from 1961 to 1965, a sample of hundreds of television reports from 1965-73, including television coverage filmed by the Defense Department in the early years of the war, and interviews with many of the journalists who reported it, to give a powerful critique of the conventional wisdom, both conservative and liberal, about the media and Vietnam. Far from being a consistent adversary of government policy in Vietnam, Hallin shows, the media were closely tied to official perspectives throughout the war, though divisions in the government itself and contradictions in its public relations policies caused every administration, at certain times, to lose its ability to "manage" the news effectively. As for television, it neither showed the "literal horror of war," nor did it play a leading role in the collapse of support: it presented a highly idealized picture of the war in the early years, and shifted toward a more critical view only after public unhappiness and elite divisions over the war were well advanced.

In discussing how such criticism has become widespread over the last three decades, Kerkvliet focuses on four clusters of critics: factory workers demanding better wages and living standards; villagers demonstrating and petitioning against corruption and land confiscations; citizens opposing China's encroachment into Vietnam and criticizing China-Vietnam relations; and dissidents objecting to the party-state regime and pressing for democratization. He finds that public political criticism ranges from lambasting corrupt authorities to condemning repression of bloggers to protesting about working conditions. Speaking Out in Vietnam shows that although we may think that the party-state represses public criticism, in fact Vietnamese authorities often tolerate and respond positively to such public and open protests.
